Sub : PASSPORT – Verification Certificate – Instructions –Issued.
Ref : From the Regional Passport Office, Madras, Government of India D.O.Letter No.24(26)/Pol/90, dated 22.6.90.

In the reference cited, the Regional Passport Officer, Madras, has informed that the following categories of applicants will be exempted from requirement of police and CID verification prior to issue of passport to them with immediate effect :-
- (a) All Government servants and employees of Public Sector Undertakings who along with their applications submit No Objection Certificate and a verification certificate (as per specimen enclosed) by Head of Department on official stationery.
- (b) Where an applicant submits his application accompanied with a verification certificate (as per specimen enclosed) signed by either
- (i) a Deputy Secretary to the Government of India and above;
(ii) a Joint Secretary and above to a State Government;
(iii) a sub-Divisional Magistrate and above;
(iv) District Superintendent of Police and above.
(c) Retired Gazetted Government Servants
- (d) Former Member of the Union Parliament (Rajya Sabha and Lok Sabha) and State Legislatures (Assemblies and Councils).
2. Hence, the Secretaries to Government, the Heads of departments and the Officers of the rank of sub-Divisional Magistrates and above, Joint Secretaries to Government in a State and above who are competent to issue a verification certificate for issue of a passport are requested to issue the “Verification Certificate” (in the specimen form given below) on official stationery to their employees who apply for No Objection Certificate for passport. They are also requested to maintain a register in respect of the passport applicants for whom they issue the “Verification Certificate” so that, as and when a reference is made to them by the Passport Office for confirmation of issue of the certificate they could reply expeditiously.
