Sub : Public Services - Special / Ad-hoc rules in State and Subordinate Services - Relaxation of rules - Instructions - Issued.

The Departments of Secretariat may be requested to consider the following points, while examining proposals for relaxation of Special / Ad-hoc rules in favour of a Government servant :-

(i) Whether there is any dearth of qualified hands;

(ii) Whether considerable hardship will be caused to the administration, if relaxation of rules is not given;

(iii) Whether the existing rules causes unintended hardship to the person concerned.

(iv) Details of other individuals similarly placed. A consolidated proposal for relaxation of rule in respect of category concerned should be called for from the Heads of Departments concerned and examined, as individual cases may not bring home the magnitude of the problem.

2. The Departments of Secretariat may therefore be requested to follow the above instructions scrupulously. The receipt of this U.O.Note may be acknowledged, soon.
