            Sub:   TNGSC Rules, 1973 – Issue of No Objection Certificate under Rule 24A of TNGSC Rules, 1973.

            Ref:  i. Government Letter No.62364A/84-2, P&AR (Per-A) dated 2.11.84.
                  ii.  Government Letter No.70790/Per.A/85-3, P.&.A.R. department,   dated 14.10.1985.
                  iii. G.O.Ms.No.196, P.&.A.R.(FR-II), dated 20.05.1991.

            In the letters first and second cited certain guidelines have been prescribed by the Government for recommending, “No Objection Certificate” to a Government Servant for the grant of Passport, for renewal of passport or for undertaking any trip abroad.  The Government accordingly grant No Objection Certificate to Government Servants subject to certain conditions like prohibiting them from taking up any appointment or business or tendering resignation which abroad.

            2.  In the G.O. third cited, Government servants have been permitted to apply for and secure employment abroad either through the Overseas Manpower Corporation Limited or through any other available sources subject to certain conditions laid down therein.  In view of the above orders the Government after careful consideration have decided not to impose the condition that they should not canvass employment while abroad, while granting No Objection Certificate to visit abroad as Tourist or to see friends, relatives and as pilgrims.  The Government have however decided to continue the condition that they should not accept employment abroad without Government’s prior permission.

            3.  I am to request you to follow the above guidelines in future in addition to the guidelines already issued in the Government letter first and second cited while granting “No Objection Certificate” for obtaining passport or for renewal of passport or for undertaking any trip abroad.
