ORDER
In order to increase the avenue of promotion for the Record Clerks working in the various Departments under the Government, orders have been issued in the Government Order first cited for up gradation of one thousand posts of Record Clerks as Record Assistants in the ration of 8:1 in a Unit Office depending upon the cadre strength in a Unit of appointment in the scale of pay of Rs.975-25-1150-30-1660. Accordingly orders were issued in all Heads of Departments upgrading the posts of Record Clerks as Record Assistants in the said ratio.
2. A doubt has been raised by some departments as to whether the Record Clerks upgraded as Record Assistants are entitled for fixation of their pay under FR.22-B notwithstanding the fact that they continue to do the same work of Record Clerk in the upgraded post. The post of Record Assistant is an unclassified post. As per ruling 1, FR.22B orders of the Government shall be necessary for the fixation of pay of a Government Servant under FR.22B, if he is appointed to a post to which service rules/adhoc rules have not been framed. Framing of rules for the post of Record Assistant is separately under consideration of the Government.
3. The Government after careful examination, direct that, pending issue of adhoc rules for the posts of Record Assistant, Record Clerks appointed in the upgraded posts be allowed fixation of pay under FR.22B. eventhough they continue to do the same work of Record Clerk.
4. This order issues with the concurrence of Finance Department vide its U.O.No.67547/CMPC/95-1 dated 8.8.1995.
