Sub : Advancement to Selection Grade / Special Grade - Counting in the Selection Grade of the lower post for Selection Grade in the higher post- Further clarification - Issued.

In the G.O. first cited, revised guidelines have been issued for advancement to Selection Grade / Special Grade on completion of 10/20 years of "satisfactory service" in the ordinary grade and Selection Grade respectively, wherever it has been provided based on the recommendation of the Tamil Nadu Fourth Pay Commission.

2. In the G.O. second cited orders have been issued to the effect that the service in the Selection Grade of the lower post shall be counted for the Selection Grade in the promoted post provided that the Selection Grade scale of the lower post is identical to the ordinary grade of the higher post and that the concession will be allowed only at the first promotion level.

3. In a case of a Selection Grade Office Assistant appointed by recruitment by transfer asRecord Clerk, both the posts of Selection Grade Office Assistant and Record Clerk having identical scale of pay, till 31.5.88 and the Selection Grade Office Assistant on a higher pay scale after 1.6.88. The question arose whether the benefit allowed in the G.O. second cited can be extended to the first promotion level. The point has been examined by the Government. It has been viewed that all these cases should be treated alike and that there is no justification to deny the benefit granted in the G.O. second cited to those appointed to higher post by recruitment by transfer.

4. After careful examination, the Government now direct that the instruction issued in the G.O. second cited shall also apply to those persons appointed to higher post by recruitment by transfer in the first promotion level.
