All service sections in Personnel and Administrative Reforms Department may be requested to consider the following points while scrutinising the proposals for relaxation of Special / Adhoc rules received from the Departments of Secretariat :-
(i) Whether there is any dearth of qualified hands;
(ii) Whether considerable hardship will be caused to the administration, if relaxation of rules is not given;
(iii) Whether the existing rule causes unintended hardship to the person concerned;
(iv) Details of other individuals similarly placed. A consolidated Proposal for relaxation of rule in respect of category concerned should be called for and examined, as individual cases may not bring home the magnitude of the problem.
2. All Personnel Sections may be requested to follow the above instructions scrupulously.
