ORDER
The post of Private Secretary is constituted as category 4 under Class XII of the Special Rules for the Tamil Nadu General Service. The said post is filled up by preparing a panel from the category of Personal Assistants who possess the qualification prescribed in the said Special Rules.
2. The Tamil Nadu Fifty Pay Commission has recommended that the posts of Private Secretaries attached to Chief Secretary level Officers serving at Secretariat may be upgraded to those of Under Secretaries to Government, in the scale of pay applicable to the Under Secretary to Government. Accordingly, in the G.O. first read above (G.O.Ms.No.216, P&AR (Per-H) dated 17.6.91), 3 posts of Private Secretaries in the grade of Section Officer held by the three senior-most Private Secretaries were upgraded to those of Under Secretaries to Government.
3.The Government have decided to upgrade the posts of Private Secretaries serving under Special Commissioner’s grade officers also, from the level of Section Officer, into that of Under Secretary to Government. In the G.O. 2nd read above, another 5 posts of Private Secretaries in the grade of Section Officer have been upgraded to the level of Under Secretary to Government. Since the upgraded post of Private Secretary (Under Secretary grade) is a promotion post from the ordinary grade Private Secretary, the upgraded post of Private Secretary shall be distinct category, with a different nomenclature. The Government accordingly direct that the post of Private Secretary in the grade of Under Secretary be designated as “Senior Private Secretary”. A separate set of adhoc rules, to regulate the service conditions of the incumbent of the post of Senior Private Secretary is proposed to be formulated. On retention of the upgraded post of Senior Private Secretary permanently later on, this category will be manualised under Class XII of the General Service, as a distinct category.

NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following rules:-
The rules hereby made shall be deemed to have come into force on the 17th June 1991.
RULES
The General and the Special Rules applicable to the holders of the permanent posts of Private Secretary in category-4, in Class XII of the Tamil Nadu General Service shall apply to the holders of the temporary post of Senior Private Secretary, subject to the modifications specified in the following rules:

Constitution:- The post shall constitute a separate category in the said Class of the said service.

Appointment:- (a) Appointment to the post of Senior Private Secretary in the Departments of Secretariat specified in column (1) of the Table below shall be made by the methods specified in the corresponding entries in column (2) thereof:-

(b) Appointment to the category of Senior Private Secretary under the One Unit shall be made by the Secretary to Government, Personnel and Administrative Reform Department from among the eligible persons in the cadre of Private Secretary. In respect of Finance Department, the Secretary to Government, Finance shall be the appointing authority.
(C) Selection of persons for appointment to the post shall be made on grounds of merit and ability, seniority being considered only where merit and ability are approximately equal.
- 3. Unit of Appointment :- All Departments of Secretariat except the Finance Department, shall be treated as a single Unit, and the Finance Department treated as a separate Unit for this purpose.
- 4. Pay: - There shall be paid to the holder of the post, a monthly pay calculated in the scale of Rs.3000-100-3500-125-4500.
