ORDER :

Prior to 1.4.79, as per explanation 2 under FR.116, the rate of Contribution payable on account of pension in respect of Government Servants deputed on foreign service to the Corporations/Boards/Undertakings Owned or controlled by the State Government was at 10 percent of the total emoluments other than compensatory allowances. But on and from 1st April 1979, the rate of such contribution shall be 10 per cent of the maximum of the scale of pay including the Special Pay and Personal Pay, if any.

 2.The steady increase in Dearness Allowance, payable to Government employees over the last one decade and a portion of its conversion as ‘Dearness Pay’ for pensionery benefits at certain points in time engaged the attention of the Government to make certain changes in calculation of pension contribution. In view of the increasing commitment of pension, the Government have decided to fix the pension contribution at the rate of 10 per cent of the maximum of scale of pay including special pay and personal pay, if any plus appropriate Dearness Allowance thereon.

 3. The Government accordingly direct that in respect of Government servants deputed on Foreign Service to State Government Owned or Controlled Corporations/Boards/Undertakings, pension contribution shall be recovered at the rate of 10 per cent of the maximum of the scale of pay (including Special Pay and Personal Pay, if any) plus the appropriate Dearness Allowance thereon.

 4.This order shall take effect from 1.4.1999.

 5.Necessary Amendment to Fundamental Rules will be issued separately.

 6.This order issues with the concurrence of Finance Department vide its U.O.No.60455/All/99-1, dated 9.9.1999.
