Sub : Public Services - Advancement to Selection Grade / Special Grade posts - Revised guidelines issued - Clarification.

I am directed to invite attention to your letter cited and to state that as per G.O.Ms.No.281, Finance (Pay Cell), dated 2.4.87 employees in the posts provided with Special Grade shall be allowed to move on to the Special Grade on completion of a total minimum period of 20 years of service in the post, eventhough 10 years of service in the Selection Grade is not completed. Hence, if the individual has completed 20 years of qualifying service as on 7.8.92, he may be moved to Special Grade straightaway and pay may be fixed under Ruling 35 of Fundamental Rule 22.
