Public Services – Tamil Nadu Secretariat Service – Recruitment of Assistants in Secretariat from the post of Graduate Motor Cycle Messenger – Amendment to Special Rules – Issued.

ORDER : 

In the Government Order first read above, amendments to the Special Rules for the Tamil Nadu Secretariat Service were issued, among others, apportioning 50% of the vacancies ear-marked for other than “Direct Recruitment” to the category of Assistants in the Departments of Secretariat other than Law and Finance Departments and Governor’s Secretariat, as indicated below :- 

(i)

Junior Assistants and Assistants in the Tamil Nadu  Ministerial Service and the Tamil Nadu Judicial Ministerial Service.

30%

(ii)

Record Clerks, Typists, Telephone Operators and Drivers, who are graduates working in Secretariat.

10%

(iii)

Record Clerks and Typists who are not graduates working in Secretariat.

5%

(iv)

Office Assistants and Van Cleaners, who are graduates working in Secretariat.

5%

 

Total

50%

       

Subsequently decision was taken to modify the percentage of vacancies earmarked for item (I) and (ii) above, as indicated below :- 

(i)

Junior Assistants and Assistants in Tamil Nadu Ministerial Service/Tamil Nadu Judicial Ministerial Service

15%

(ii)

Graduate Record Clerks, Graduate Typists, Graduate Telephone Operators and Graduate Drivers working in Secretariat.

25%

 

Accordingly, amendments to the Special Rules for the Tamil Nadu Secretariat Service have been issued in the Government order third read above.  Further, orders have also been issued in the Government order second read above to include the category of Motor Cycle Messengers along with the other categories mentioned in item (ii) above.  In view of the said orders, the following amendments are issued to the Special Rules for the Tamil Nadu Secretariat Service :-

2.         The following Notification will be published in the Tamil Nadu Government Gazette :-

 NOTIFICATION 

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Secretariat Service.  (Section 29 in Volume III of the Tamil Nadu Services Manual, 1986). 

2. Amendments 1(I) and 2 hereby made shall be deemed to have come into force on the 13th March 2001.  Amendment 1(ii) hereby made shall be deemed to have come into force on the 23rd March 2001.

 AMENDMENTS 

In the said Rules, -

(1)   in rule 5, in the Table, against category “3(a) Assistants in the Departments of Secretariat other than Law and Finance Departments and the Governor’s Secretariat” in column (1), in column (2) :-

(i)     in item (iv), after the words “Office Assistants”, the words “Motor Cycle Messengers” shall be inserted; 

(ii)     in the first proviso, in item (ii), for the words “and Drivers”, the words “Drivers and Motor Cycle Messengers” shall be substituted;

(2)     in rule 14, in the Table, against category “3, Assistants in the Departments of Secretariat other than the Law, Finance Departments and the Governor’s Secretariat” in column (1), for item (iv)(e) in column (2) and the corresponding entries in column (3) thereof, the following entries shall be substituted, namely :- 

“(iv)(e)

Recruitment by transfer from the post of Motor Cycle Messengers in the Secretariat.

(i)

A Bachelor’s degree;

 

 

(ii)

Service for a period of not less than five years as Motor Cycle Messengers in the Secretariat.

(iv)(f)

Recruitment by transfer from the post of Van Cleaners in the Secretariat.

(i)

A Bachelor’s degree;

 

 

(ii)

Service for a period of not less than five years as Van Cleaners in the Secretariat”.
