ORDER : 

The National Human Rights Commission, in the letter read above, has recommended that an appropriate rule be included in the conduct Rules of Government Servants to prohibit the practice of employing children and also to make it a misconduct inviting major penalty based on the complaints about the employment of children below the age of 14 years for domestic help by the Government servants.

  1. 2.         After careful examination, the Government have decided to accept the recommendation of the National Human Rights Commission.  Accordingly, the Government direct that the Tamil Nadu Government Servants Conduct Rules, be amended by incorporating a new rule for Prohibiting Government Servants from employing the child for any work.    

3.The following Notification will be published in the TAMIL NADU GOVERNMENT GAZETTE : 

NOTIFICATION 

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendment to the Tamil Nadu government Servants' Conduct Rules, 1973. 

AMENDMENT

In the said Rules, after rule 20, the following rule shall be inserted, namely "20-A.  Prohibition of child labour - 

           No Government Servant shall employ a child below the age of fourteen years to do any work including domestic work.".
