Sub : Advancement to Selection Grade - Counting the Special Grade of the lower post for selection grade in the higher post - Further clarification - Issued.

In the G.O. first cited, revised guidelines have been issued for advancement to Selection Grade / Special Grade on completion of 10/20 years of "satisfactory service" in the ordinary grade and Selection Grade respectively, wherever it has been provided based on the recommendation of the Tamil Nadu Fourt Pay Commission.

2. In the G.O. second cited orders have been issued to the effect that the service in the Selection Grade of the lower post shall be counted for the selection grade in the promoted post provided that the selection grade scale of the lower post is identical to the ordinary grade of the higher post and that the concession will be allowed only at the first promotion level.

3. In the letter third and fourth cited, the Accountant General has requested the Government to clarify whether the principle outlined in the G.O. second cited would also be applied to the promotion from the Special Grade in the lower post to the ordinary grade of the higher post (i.e.,) promoted post, if the special grade scale of the lower post happens to be identical to the ordinary grade scale of the promoted post i.e., higher post.

4. The Government after careful examination of the issue, direct that the service in the special grade of lower post shall be counted for the selection grade in the promoted post provided that special grade scale of the lower post is identical to the ordinary grade of the promoted post and that the concession shall be allowed at the first level promotion (promotion or recruitment by transfer) only. However, in the case of Head Master of High School, this concession could be availed provided that the promotee is a direct recruitment to the post of B.T. Assistant. Secondary Grade Assistant, promoted / appointed as B.T. Assistant and then promoted as Head Master, High School is not entitled for this benefit.
