Sub : Public Services - Reemployment of Retired Government servants - Avoidance of - Instructions reiterated.

Ref :1. U.O.Note No.7881/68-2, Public (Ser.A), dated 7.6.1969.

In the U.O.Note cited, all the Departments of Secretariat were informed of the resolution of the Madras Civil Services Joint Council that the extention of service beyond the age of superannuation granted to a few individual officers hampers the promotional opportunities of the younger persons in the Departments and there should be no extention of service or re-employment in any case. The Departments of Secretariat were therefore requested to bring the above resolution specifically to the notice of the Minister / Chief Minister, whenever any case arises, when extension of service or re-employment is considered. In the Government Order second cited, among others, orders were issued that cases of re re-employment of Government servants of all categories including technical personnel should be examined on merits of each case. Re-employment will be considered only where there is dearth of qualified persons or where a person is of outstanding ability. Officers of average ability and below, and those of doubtful integrity should not be retained.

2. It has been represented to Government not to entertain any request for extension of Service / re-employment.

3. The Government have examined the matter carefully and decided to reiterate the earlier instructions mentioned in para 1 above. I am therefore directed to state that it is desirable not to grant extensions of service or re-employment. Only where there is dearth of qualified persons and were a person is of outstanding ability such cases may be considered on merits for extension or re-employment. The above guidelines may be kept in view and each case circulated to Chief Minister for orders.
