ORDER: 

At present corpses are burnt by the conventional method of using wood pieces  and cowdung cakes.  This method takes considerable time and effort.  It is expensive and also affects the environment.  It involves huge costs and the Urban Local Bodies find it difficult to meet the initial and then the recurring expenditure.  Further, the general public may also find it difficult to pay higher charges towards using electric crematoria.  Hence, there is a need to modernize crematoria in all Urban Local Bodies.  Cremation of dead bodies in gasifier crematoria is an improved way of cremating bodies.

2. Gasifier technology is a unique non-conventional energy system wherein wood chips are converted into combustible gas by thermo chemical actions.  The Gasifier operation is simple and can be operated by unskilled workers which would reduce consumption of timber and time.  Hence, it is proposed to install modern Gasifier Crematorium in 33 Municipalities and 5 Municipal Corporations.

3. The Commissioner of Municipal Administration has sent a proposal for an amount of Rs.1520 lakhs in 33 Municipalities and 5 Corporations for Installation of Gasifier Crematoria on the basis of their needs as explained below and requested orders of Government for sanction the same as grant:

Design supply and construction of 40.00 lakhs/per unit Gasifier cremator with 100 ft. Chimney and other accessories as per PCB norms   (including other civil construction cost)

4. The Government after careful examination accept the proposal of the Commissioner of Municipal Administration and sanction is hereby accorded for Rs.760.00 lakhs (Rupees seven hundred and sixty lakhs only) being the 50% of the cost of the Project as State Government support.  The balance 50% of the amount have to be mobilized by the Urban Local Bodies itself.

5. Out of the total amount Rs.760/- lakhs Rs.100/- lakhs to be debited into Corporation head of Account and the balance Rs.660/- lakhs to be debited in Municipalities head of Account as detailed below:

For Corporations:

For Municipalities:

2217-Urban Development-05-Other Urban Development Schemes-192-Assistance to Municipalities/Municipal Councils-Schemes in the Tenth Five Year Plan-II State Plan –JD – Installation of modern Gasifier Crematorium in Municipalities-09-Grants-in-Aid-02-Grants for Capital Expenditure 

(2217-05-192-JE-0920)  Rs.660 lakhs.

6. The Commissioner of Municipal Administration is authorized to draw and disburse the amount sanctioned in para 2 above to the 33 municipalities and 5 Corporation in 3 installments.  15% of the amount may be drawn and paid to the respective municipalities as start up advance.  The balance amount may be drawn in 2 equal installments first installment after the approval of the scheme and DPR by the Council and second installment after construction is started as in the annexure and send the progress report  to Government.  The Commissioner of Municipal Administration may also explore the possibility of involving non Governmental organizations in the proper upkeep and maintenance of the crematoriums.

7. This order issues with the concurrence of Finance Department vide its U.O.No.52248/MA&WS/06 dated 05.09.2006.
