ABSTRACT Part II Scheme 2006-2007 – Purchase of land for compost yard in 12 Third Grade Municipalities – Sanction of Rs.172.76 lakhs (Rupees one hundred and seventy two lakhs and Seventy six thousand only) as grant – Orders Issued. MUNICIPAL ADMINISTRATION AND WATER SUPPLY [MA.II] DEPARTMENT. G.O.(Ms.)No.86 Read : 1. G.O.(D) No.159 Municipal Administration and Water Supply Department dated 21.12.2001. 2. From the Commissioner of Municipal Administration, Letter Roc.No.30456/2006/P2, dated 31.5.2006 and 30.8.2006 *** ORDER: In the G.O. first read above, Government have issued instructions to all Urban Local Bodies to set up land for waste processing and disposal facilities by 31.12.2003 as per Municipal Waste (Management and Handling) Rules 2000. The Commissioner of Municipal Administration in his letter second read above has stated that during 2001-02, 2003-04 and 2004-05 years, under Part II Schemes, grant was provided to some of the Municipalities to purchase land for compost yard. This grant was not provided to 3rd Grade Municipalities as at that time these Urban Local Bodies were not renamed as 3rd Grade Municipalities. Now, Third Grade Municipalities have taken various efforts to implement provisions of Municipal Solid Waste (Management and Handling) Rules 2000 by procuring machinery, equipments and vehicles for primary and secondary collection. Door to Door collection of garbage, source segregation are in progress in various municipalities. But, for final disposal of garbage many municipalities do not have sufficient land for compost yard. 30 Municipalities are searching for suitable land for compost yard and only 8 Municipalities are having adequate land for compost yard. In the circumstances the Commissioner of Municipal Administration has requested to sanction Rs.172.76 lakhs for purchase of land for establishing compost yard in 12 Third Grade Municipalities as detailed in the Annexure to this order. 2. The Government after careful examination accept the proposal and accord administrative sanction a sum of Rs.172.76 lakhs (Rupees one hundred and seventy two lakhs and seventy six thousand only) as one time grant for purchase of land for establishing compost yards in 12 Municipalities as listed out in the Annexure to this order under Part-II Scheme for 2006-2007. 3. The amount sanctioned in para 2 above shall be debited to: "2215-Water Supply and Sanitation – 01 – Water supply – 192 - Assistance to Municipalities – Municipal Councils Schemes – In The Five Year Plan – II State Plan – JA Assistance to urban Local bodies for solid waste management – 09 – Grants in Aid – 02 – Grants for Capital Expenditure (2215-02-192-JA-0921)" 4. The Commissioner of Municipal Administration is authorized to draw the amount sanctioned in para 2 above and disburse to the respective Municipalities. The amount may be released in two instalments for the purchase of Land. A sum of Rs.73.76 lakhs may be released in first instalment and the balance amount of Rs.99 lakhs releases as second instalment. The Commissioner of Municipal Administration is requested to review the purchase of proper land by the Municipalities and see that the compost yards are established by them within the financial year 2006-2007. He is requested to send progress reports then and there. 5. This order issues with the concurrence of Finance Department vide its U.O. No.50734/MAWS/06, dated 4.9.2006. (BY ORDER OF THE GOVERNOR) K.
