No.81 Read: From the Commissioner of Municipal Administration Letter Roc.No.72759/06/P2 dated 6.2.07------------ ORDER: The Commissioner of Municipal Administration in his letter read above has stated that Tamil Nadu is undergoing rapid urbanization as 44% of the total population of the State lives in Urban areas. Maternity and Child health services are the most important of all the services provided by the Urban Local Bodies. To reduce Infant Mortality Ratio and Maternal Mortality Ratio to the minimum in the urban areas, the need for improving the conditions of Maternity Centres has to be given top priority. Providing healthy atmosphere, adequate infrastructure, essential tools, instruments, medicines, toilet facilities etc will ease and enhance the attainment of the objectives in a short span of time. Keeping these requirements in view, it has been proposed to improve 45 Maternity Centres in 42 Municipalities spread over entire State at an out lay of Rs.253 lakhs . He has therefore requested the Government to sanction an amount of Rs.253 lakhs for the above scheme. 2. The State Planning Commission has approved and recommended this proposal to the Government. The Standing Finance Committee has also approved the above proposal under Part-II Scheme for the year 2007-2008. 3. The Government after careful examination of the proposal accord sanction for a sum of Rs.253.00 lakhs (Rupees Two hundred and fifty three lakhs only) for the work of improvement of 45 Maternity Centres in 42 Municipalities mentioned in the annexure to this order under Part-II Scheme for the year 2007-2008. 4. The amount sanctioned in para 3 above shall be debited to the following Head of Account:- 2217 – Urban Development – 05 – Other Urban Development Schemes – 192 – Assistance to Municipalities / Municipal Councils – J.F – Improvement of Maternity centres in Municipalities – 09 – Grants-in-Aid 03 – Grants for Specific Schemes (DPC 2217 05 192 JF 0935 ) 5. The Commissioner of Municipal Administration is authorized to draw the amount sanctioned in paragraph 3 above in 2 equal instalments and disburse it to the 42 Municipalities the first instalment now and the second instalment after the works are completed up to 50% . The Commissioner of Municipal Administration is also requested to ensure that the work of improvement of 45 Maternity Centres in 42 Municipalities is completed with in the financial year 2007-2008 and to send quarterly progress reports to Government. 6. This order issues with the concurrence of Finance Department vide its U.O. No. 26498 /MA&WS / 07, dated 25.4.2007 (By order of the Governor) K.
