ORDER:

The Commissioner of Municipal Administration in his letter dated 2.6.06 has stated that public health Workers in urban local bodies are engaged in cleaning of septic tanks, Underground Sewerage as well as drains also.  It is necessary that they are provided with safety equipments.  Safety equipments such as full-face chemical proofed gas mask, nitrile rubber hand gloves are required to save the life of the sanitary workers when they are on cleaning work either in UGD or in individual septic tanks.  The provision of safety equipments to the workers would help to avoid mishap during cleaning of septic tanks.  The unit cost of safety equipments works out to Rs.7000/-.

2. The Commissioner of Municipal Administration has also furnished the details of requirement according to the grader of Urban Local Bodies are as follows:-

3. The Government after careful examination accept the proposal and sanction of a sum of Rs.100.00 lakhs (Rs.One hundred lakhs only) as one time grant to provide safety equipments for workers engaged in cleaning of septic tanks to the Urban Local Bodies under Part-II scheme for the year 2006-07.  The Commissioner of Municipal Administration is requested to apportion the amount of Rs.100.00 lakhs to the Urban Local Bodies.

4. The amount sanctioned in para 3 above shall be debited to the following “Head of Account”.

2217 – Urban Development – 05 – Other Urban Development Schemes – 191 – Assistance to Municipal Corporations – JW – Safety equipments for workers engaged in cleaning sewerage and storm water drainage – 09 – Grants in Aid – 01 – Grants for current expenditure (2217 – 05 – 191 – JW – 0915)

5. The Commissioner of Municipal Administration is authorized to draw the amount sanctioned in paragraph 3 above and disburse to the Urban Local Bodies.  The Commissioner of Municipal Administration is requested to provide safety equipments for workers engaged in cleaning of septic tanks in Urban Local Bodies within the financial year 2006-2007.  He is requested to send progress reports then and there.

6. This order issues with the concurrence of Finance Department vide its U.O.No.51831 / Finance(MA&WS) Department dated 30.8.2006.
