ORDER:

At present corpses are burnt by the conventional method of using wood pieces and cowdung cakes. This method takes considerable time and effort. It is expensive and also affects the environment. Another one method of Electric Cremation involves huge costs and the Urban Local Bodies find it difficult to meet the initial and recurring expenditure. Further, the general public may also find it difficult to pay higher charges towards using electric crematoria. But, there is a need to modernize crematoria in all Urban Local Bodies. Cremation of dead bodies in gasifier crematoria is an improved way of cremating bodies and is cost-effective also.

2. Gasifier technology is a unique non-conventional energy system wherein wood chips are converted into combustible gas by thermo chemical actins. The Gasifier operation is simple and can be operated by unskilled workers which would reduce consumption of timber and time.

3. In the above circumstances, the Commissioner of Municipal Administration has sent a proposal for an amount of Rs.560.00 lakhs for installation of Gasifier Crematoria in the following 14 Municipalities (per Unit Rs.40.00 lakhs only) stating that out of this amount, 50% of Rs.280.00 lakhs may be sanctioned as grant and the remaining 50% will be met out from the own fund of Municipalities.

9) Bodinayakanur

10) Mannargudi

11) Pattukttai

12) Puliankudi

13) Komarapalayam

14) Hosur.

The basis of their needs is explained below:

(Design supply and construction of gasifier crematorium with 100 ft. Chimney and other accessories as per PCB norms (including other civil construction cost).

 

Rs.40.00 lakhs / per Unit.

 

He has requested orders of Government for sanction of the amount of Rs.280.00 lakhs as grant.

4.The Government, after careful examination, accept the proposal of the Commissioner of Municipal Administration and accord sanction for Rs.280.00 lakhs( Rupees Two hundred and eighty lakhs only) for Installation of Gasifier Crematoria in the 14 Municipalities referred to the para 3 above being the 50% of the cost of the project as State Government grant. The balance 50% of the amount have to be mobilized by the above 14 Municipalities concerned.

5. The amount sanctioned in para 4 above shall be debited to the following head of Account:-

2217 – Urban Development-05-Other Urban Development Schemes- 192- Assistance to Municipalities Eleventh Five Year Plan-II State Plan-JD-Installation of modern Gasifier crematorium in Municipalities-09- Grants-in-Aid -02-Grants for Capital Expenditure. (2217-05-192-JD-0920)

6. The Commissioner of Municipal Administration is authorized to draw and disburse the amount sanctioned in para 4 above to the 14 Municipalities in 3 instalments ie. 15 % of the amount may be drawn and paid to the respective municipalities as start up advance. The balance amount may be drawn in 2 equal instalments, first instalment after the approval of the scheme and DPR by the Council and second instalment after construction is started. He is requested to send the progress report to Government. The Commissioner of Municipal Administration may also explore the possibility of involving Non Government Organsations in the proper upkeep and maintenance of the crematoria.

7. This order issues with the concurrence of Finance Department vide its U.O.No.24439/MAWS /2007, dated 18.4.2007.
