ORDER:

Maintenance of Burial grounds is one of the basic duties of the Local Bodies. Since the upkeep of burial grounds is not regularly attended to by the Municipalities, most of them remain as deserted and uncared. People assemble for paying last respect to the departed soul, feel discomfort to remain at the burial grounds even for a short time due to the unbearable atmosphere. Burial grounds are haunted by overgrown bushes and are as dwelling place for stray dogs. In most of the burial grounds, water and toilet facilities are not available. In many places no proper shelter or rest room for the attendant is available. Approach road to the burial grounds are either ill-maintained or encroached. Therefore, it is essential to improve the burial grounds on the following items:-

a) Provision of compound wall

b) Cleaning of bushes

c) Provision of shelters for the public as well as the Municipal employees attending burial ground works.

d) Providing of water and toilet facilities

e) Laying of approach road to the burial grounds.

f) Gardening the interior of burial grounds

g) Providing elevated burial / cremation platforms.

These improvements are absolutely essential to ensure hygienic and healthy environment and to give a fact lift and new look to the burial grounds.

3. The Commissioner of Municipal Administration has sent a proposal for an amount of Rs.628.00 lakhs and has requested that out of this amount, 50% of Rs.314 lakhs may be sanctioned as grant for Improvement of Burial Grounds in 69 Municipalities.

4.The Government, after careful examination, accept the proposal of the Commissioner of Municipal Administration and accord sanction for Rs.314.00 lakhs (Rupees Three hundred and fourteen lakhs only) for improvement of Burial Grounds in 69 financially poor Municipalities as shown in the Annexure to this order being the 50% of the cost of the project as State Government grant. The balance 50% of the amount have to be mobilized by the 69 Municipalities concerned.

5. The total amount Rs.314.00 lakhs is to be debited in Municipalities head of Account as detailed below:-

2217 – Urban Development – 05 – Other Urban Development Schemes – 192 – Assistance to Municipalities / Municipal Councils – JA – Assistance to Municipalities for Infrastructure Development – 09 – Grants-in-aid-03- Grants for specific schemes (DPC.2217 05 192 JA 0935)

6. The Commissioner of Municipal Administration is authorized to draw and disburse the amount sanctioned in para 4 above to the 69 Municipalities in 3 instalments ie. 15 % of the amount may be drawn and paid to the respective municipalities as start up advance. The balance amount may be drawn in 2 equal instalments first instalment after the approval of the scheme and DPR by the Council and second instalment based on the progress of the work. The Commissioner of Municipal Administration may also explore the possibility of involving Non Government Organsations in the proper upkeep and maintenance of the crematoriums.

5. This order issues with the concurrence of Finance Department vide its U.O.No.24440/MAWS /2007, dated 18.4.2007.
