(Ms.) No.2 Read: From the Director, Centre for Environmental Studies, Anna University, Chennai – 600 025 letter Dated: 30.11.2006. ******* ORDER: The following announcement has inter-alia been made in the Revised Budget, 2006-07 under the head Municipal Administration: “93. Japanese scientists have been successful in bioremediation of waste water through microbes. These microbes known as Efficient Microbes (EM) feed on effluents. A pilot scheme, in collaboration with Anna University will be launched for effluent treatment of polluted water bodies, rivers and canals with the application of EM technology.” 2. Based on the announcement, a meeting to discuss on the above subject was convened by the Secretary to Government, Municipal Administration and Water Supply Department on 9.11.2006. As decided in the meeting, the Director for Environmental Studies, Anna University, Chennai in his letter read above, has submitted a proposal for “Feasibility studies on the bioremediation of contaminated water bodies by application of effective microorganisms”. In the proposal he has stated that the charges for carrying out the entire work is Rs.15.00 lakhs plus Service Tax at the rate of 12.24% and that an advance of 50% of the fee shall be released along with the assignment of work. Forty percent of the fee shall be paid at the time of submission of intermediate report and the balance of 10% of fee shall be paid at the time of submission of final report. He has further stated that a preliminary study report will be submitted with in 4 months and the draft of the final report will be submitted with in 10 months and revised final report after 12 months. All payments should be made in the form of demand draft in favour of the Director, Centre for Industrial Consultancy and Sponsored Research, Anna University, Chennai 25. 3. The Government have examined the proposal of the Director, Centre for Environmental Studies, Anna University, Chennai on the Feasibility studies on the bioremediation of contaminated water bodies by application of effective microorganisms and decided to accept it. Accordingly, sanction is accorded to incur an expenditure of Rs.15.00 Lakhs (Rupees Fifteen lakhs only) plus Service Tax at the rate of 12.24% i.e. in total Rs.16,83,600/- (Rs.15.00 lakhs + Rs.1,83,600/- Service tax @ 12.24%). The Commissioner of Municipal Administration, Chennai – 600 005 is authorized to draw and disburse the project cost sanctioned above to the Director, Centre for Industrial Consultancy and Sponsored Research, Anna University, Chennai 25, in instalment as mentioned in para 2 above. 4. The expenditure sanctioned in para 3 above shall be debited to the following new sub head of account under D.No.34 MA&WS Dept. as detailed below: - “ 2217-Urban Development – 80 – General – 800 – Other expenditure – Schemes in the Tenth Five Year Plan – II State Plan – JI – Feasibility studies on the bioremediation of contaminated water bodies by application of effective microorganisms– 09– Grants in aid – 03 – Grants for specific Schemes.” (DPC 2217 – 80 – 800 – JI 0937] 5. The Commissioner of Municipal Administration will be the estimating, reconciling and controlling authority of the above new sub head of account. The Pay and Accounts Officer / Treasury Officer concerned is requested to open the above new sub head of account in their accounts. 6. The expenditure sanctioned in para 3 above constitutes an item of “New Service” and approval of the Legislature will be obtained in due course. Pending approval of the Legislature, the expenditure will be met initially by an advance from the Contingency Fund. The Commissioner of Municipal Administration shall apply to Government in Finance (BG – I) Department for the sanction of advance from Contingency Fund in the prescribed format enclosing a copy of this order. The Commissioner of Municipal Administration is also requested to send necessary proposal for the inclusion of the above expenditure in the FSE 2006-07 at the appropriate time. 7. This order issues with the concurrence of the Finance Department vide its U.O. No.82451/Finance (MA&WS)/06, Dated: 5.1.2007 and ASL No.1329 (One thousand three hundred and twenty nine).
