ORDER:- In the order first read above, 33 posts of Community Organiser were sanctioned among others. for the implementation of the scheme of urban basic services for the urban poor in this State. Subsequently, in Government Order second read above, orders were issued for implementation of a new unified urban poverty eradication programme named Swarna Jayanthi Shahari Rozgar Yojana (SJSRY) by replacing the earlier centrally sponsored Urban Poverty Alleviation Programme viz. NRY., UBSP., and PMIUPEP with effect from 01.12.1997, as per the Government of India guidelines. 2. As per the guidelines of the new scheme, house-to-house survey for identification of eligible beneficiaries was conducted. After completing the survey, the Commissioner of Municipal Administration has reported that 275 Community Organisers are required at the rate of one Community Organiser for each 2000 identified families. While sanctioning the posts required by the Commissioner of Municipal Administration, the existence of 33 posts sanctioned in the Government Order first read above was also taken into consideration. Therefore, in the order third read above, the Commissioner of Municipal Administration was permitted to create only 242 (275-33) posts of Community Organisers under Swarna Jayanthi Shahari Rozgar Yojana Scheme in Municipalities and Corporations. Instead of recruiting fresh candidates under Swarna Jayanthi Shahari Rozgar Yojana, Government ordered to appoint the IFAD Supervisors from the Tamil Nadu Corporation for Development of Women, consequent on the winding up of the above scheme. Accordingly, the 235 posts of Community Organisers were filled up from the Women Supervisors of Tamil Nadu Women Development Project working under Tamil Nadu Women Development Corporation ltd., and the rest of the Community Organisers were recruited through Employment Exchange. 3. In the order 4th read above, the Commissioner of Municipal Administration was also permitted to create and fill up 18 posts of Community Organisers for 18 Third Grade Municipalities. At present only 170 incumbents in the post of Community Organiser are acting, though the sanctioned strength of the above post is 293 (242+33+18). The Community Organisers have now requested the Government to bring them into regular time scale of pay as they are working on a consolidated pay of Rs.4,OOOI- per month for more than 10 years of service and Rs.2,000/- per month for less than 10 years of service. 4. In the Order 5th read above, the Government have directed to bring the employees on daily wages working in Municipal Corporations (except Chennai Corporation) and Municipalities under time scale of pay. Further, in the order 6th read above, it has also been ordered to bring the employees on daily wages into time scale of pay who are working for more than 10 years In the Government Departments. 5. Considering the representations of the Community Organisers and also the Government Orders issued in respect of the employees working on daily wages in Urban Local Bodies and Government Departments, the Commissioner of Municipal Administration has sent a proposal to the Government to bring the above employees working under Swarna Jayanthi Shahari Rozgar Yojana Scheme into time scale of pay applicable to the post of Assistant in Tamil Nadu Municipal Service ie., Rs.4000-100-6000. 6. The Government have examined the proposal of the Commissioner of Municipal Administration In detail and they have decided to bring the above employees in to the time scale of pay of Rs.3200-85-4900 with effect from 01.09.2006. Accordingly, they direct that the 170 incumbents in the post of Community Organiser in the City Municipal Corporations and Municipalities be brought into the regular time scale of pay of Rs.3200-85-4900 as applicable to the post of Junior Assistant in Tamil Nadu Municipal Service with effect from 01.09.2006. The expenditure on account of the conversion ordered in para 6 above shall be debited to the Head of Account "3475-00 -Other General Economic Services -108 -Urban Oriented Employment Programme -Schemes in the Tenth Five Year Plan -VI Scheme shared between State and Centre -UC -Support for setting up of Urban Self Employment Programme and Urban Wage Employment Programme -01 -Salaries. The Commissioner of Municipal Administration is requested to send necessary budget proposals to the Finance (MAWS) Department at the appropriate time for this item of expenditure. 9.
