ORDER:
In the G.O cited, orders were issued upgrading Dr. Ambedkar Government Law College, Chennai to the level of National Law School of India, Bangalore. It was also ordered therein that admission would be made only for 5 year B.L (Hons) degree course to be commenced in the said College from the academic year 2002-03.
The Supreme Court also granted special leave to appeal-vide its order, dt. 9.1.2004 and directed that the interim order passed on 4.10.2002 shall continue. It also ordered that courses for 3 years and 5 years shall also be continued until further orders, subject to the approval by the Bar Council of India. A Clarificatory Petition was filed in the Supreme Court of India by the Govt. for making it clear that Dr. Ambedkar Govt. Law College, Chennai shall continue the new B.A.B.L.(Hons) course only and that the previous "3 year and 5 year B.L. courses" will be carried on only for the purpose of enabling the existing students to complete the respective courses for which they have already secured admission. The Supreme Court of India in I.A.Nos. 5-8/2004 in Civil Appeal Nos.196-199/2004 in SLP Nos. 19744-47/2002, rejected the clarificatory petition vide its order dt.30.4.2004.
3.In view of the orders, dated 9.1.2004 and 30.4.2004 of the Supreme Court of India in the petitions for Special Leave to Appeal (Civil) Nos.19744-19747/2002 and in I.A.Nos.5-8/2004 in Civil Appeal Nos.196-199/2004 in the said S.L.P.Nos.19744-19747/2002, respectively and based on the opinion offered by the Additional Solicitor General, Government of India, in this regard, the Govt. have decided to re-introduce 3 year and 5 year B.L degree courses in Dr. Ambedkar Govt. Law College, Chennai, from the academic year 2004-05;
4. Accordingly, the Government direct that—
(a) three year and five year B.L degree courses, one section each consisting of 80 students be re-introduced in Dr. Ambedkar Govt. Law College, Chennai as an interim arrangement from the academic year 2004-2005.
(b) the present B.A., B.L (Hons) degree course be retained in the said College.
(c) the existing students strength in Government Law Colleges, at Madurai, Trichirappalli, Coimbatore and Tirenelveli shall be maintained.
5. The Director of Legal Studies is directed to take necessary further action to obtain the affiliation for the said courses from the Tamil Nadu Dr. Ambedkar Law University and to obtain the approval for the said affiliation from the Bar Council of India. He is also instructed to direct the Principal, Dr. Ambedkar Govt. Law College, Chennai to manage both B.A., B.L(Hons) degree course as well as 3 year and 5 year B.L degree courses in the said College. The Director of Legal Studies is requested to furnish a report in this regard at an early date.
