ORDER:

In the G.O.first read aabove, the Government have formed  9 separate Welfare Boards for the Manual Workers  engaged in the employments of Auto-Rickshaws and Taxi Drivers, Washermen, Hair Dressers, Tailoring Workers, Palm Tree Workers, Handicrafts workers, Handloom and Handloom Silk Weaving Workers, Footwear and Leather Goods Manufactory and Tannery Workers and Artists.  The Government have also ordered to allow the existing Tamil Nadu manual workers Social Security and Welfare Board to continue to function for the workers not covered in the above Welfare Boards.  Subsequently, in the G.O.Second read above, the Government have formed the Tamil Nadu Goldsmiths Welfare Board and Tamil Nadu Pottery workers Welfare Board separately.

2. In the G.O.third read above, the Government have accorded sanction to grant pension of Rs.300/- per month to the Manual Workers who have completed 60 years of age on the date of application for pension and who have been a registered workers of Welfare Boards for a continuous period of not less than 5 years and to the Manual Workers who have not completed 60 years of age but registered with the Welfare Boards for a continuous period of 5 years and is disabled due to sickness and incapacitated from normal work.  The Government have also approved the proposal for incorporating the provision for Pension Scheme in the draft Schemes for the Welfare Boards.

4. In the G.Os. fourth  to fifteenth read above, the Government have notified the following Welfare Schemes pertaining to the above Welfare Boards.

1.   Tamil Nadu Manual workers social Security and Welfare  Scheme 2006.

2.  Tamil Nadu Auto Rickshaw and Taxi Drivers Social Security  and Welfare Scheme 2006.

3.  Tamil Nadu Washermen Social Security and Welfare     Scheme 2006.

4.  Tamil Nadu Hair Dressers Social Security and Welfare Scheme 2006.

5. Tamil Nadu Tailoring workers Social Security and Welfare Scheme 2006.

6.  Tamil Nadu Palm Tree Workers Social Security and Welfare Scheme 2006.

7.  Tamil Nadu Handicraft Workers Social Security and Welfare Scheme 2006.

8.  Tamil Nadu Handloom and Handloom Silk Weaving Workers Welfare Scheme 2006.

9.  Tamil Nadu Foot Wear and Leather Goods Manufactory and Tannery workers Social Security and Welfare Scheme 2006.

10. Tamil Nadu Artists Social Security and Welfare Scheme 2006.

11. Tamil Nadu Gold Smiths Social Security and Welfare Scheme 2006.

12. Tamil Nadu Pottery workers Social Security and Welfare Scheme 2006.

The Pension Scheme has also been incorporated in Clause 18 of the above said  Welfare Schemes.

5. The Secretary, Tamil Nadu Manual Workers Welfare Board in his letter sixteenth read above, has requested the Government to issue orders giving one time concession upto 31.3.2007 for renewal of registration to the registered manual workers of Tamil Nadu Manual Workers Welfare Board and 11 other Welfare Boards for availing benefits under Pension Scheme.

6. In the letter seventeenth read above the Commissioner of Labour has sent proposals to Government for amendment to Sub-Clause (1) of Clause 18 of Welfare Schemes of the above  said 12 Welfare  Boards.

7. After careful examination, the Government have decided to accept the proposal of the Commissioner of Labour and to issue amendment to Sub-clause (1) of Clause 18 of the  Welfare Schemes of the above said 12 Welfare Boards.

8. Accordingly, the appended notifications I to XII  to this order shall be published in the Extraordinary issue of the Tamil Nadu Government Gazette dated 20TH February 2007.

9. The Works Manager, Government Central Press, Chennai-79 is requested to send 25 copies of the Gazette in which the notification is published for reference   and record and 25 copies to the Commissioner of Labour, Chennai-6.

10. The Secretary to Government, Tamil Development and Religious Endowments (Translation) Department, Secretariat, Chennai-9 is requested to send the Tamil translation of the Notification to the Works Manager, Government Central Press, Chennai-9.

AMENDMENT.

In  the said Scheme, in clause 18, in sub-clause (1), after the proviso, the following proviso shall be added, namely:-

“Provided further that notwithstanding anything contained in  clause 14,  a  manual worker,  who has completed 60 years of age on or before 1st September 2006 ,  but has failed to renew his registration after initial registration or thereafter, shall also be eligible for pension, if he applies for renewal of registration on or before 31st March 2007.”.
