ORDER:

In the  G.O.first read above, orders were issued for the  implementation of the Revised Integrated Housing Scheme for Beedi  Workers 2005 in Tamil Nadu with the conditions prescribed therein.  In the above Government Order, among others, it has been ordered that after getting administrative approval from Government of India, under this scheme and after receiving the first instalment of Rs.20,000/- from Government of India, the State subsidy of Rs.5,000/- per beneficiary will be released  to the District Collectors concerned.

2. In the Govt. letter third read above, 500 applications for construction of houses for beedi workers in Tirunelveli District and 59 applications in Thoothukudi District were forwarded to Govt. of India and the Govt. of India were requested to grant administrative approval and for release of central subsidy of Rs.2,23,60,000/-   The Commissioner of Labour, in his letter fourth read above, has sent proposal for sanction of State subsidy of Rs.27,95,000/- (beneficiary’ contribution)  for 559 houses to be deposited to the respective Collectors as follows:-

  3. The Director, Government of India, Ministry of Labour and Employment, in his letter fifth read above,  has conveyed the approval of the President of India for the grant of administrative approval and uniform housing subsidy of Rs.40,000/- per tenement and release of 50% subsidy amounting Rs.111.80 lakh (out of a total subsidy of Rs.223.60 lakh) payable to the State Government of Tamil Nadu for the construction of 559 houses by the beedi workers in Tirunelveli and Thoothukudi Districts in Tamil Nadu State under Revised Integrated Housing Scheme, 2005.

4.The Government, after  careful examination, accept the proposal of Commissioner of Labour and accord sanction for incurring an  amount of Rs.27,95,000/- (Rupees twenty seven lakhs ninety five thousand only) as State’s subsidy towards beneficiary contribution at Rs.5000/- per beneficiary under the Revised Integrated Housing Scheme 2005, as detailed below:-

5. The expenditure sanctioned in para 4 above shall be debited to the following head of account:

2230-Labour and Employment-01-Labour 109-Beedi Workers Welfare Schemes in the Tenth Five Year Plan-II State Plan JA.Grants for Beedi Workers for “Build your own House Scheme” 09.Grants-in-Aid.03 Grant for specific schemes

6.Necessary additional funds has been provided in R.E.2006-2007 in the U.O.Note sixth read above.  The Commissioner of Labour is authorized to draw and allocate the amount to the ‘district collectors’ concerned for disbursing the same to the beneficiaries.

7. The Commissioner of Labour, Chennai-6 is also directed to send necessary Utilisation Certificates for the expenditure sanctioned in para 4 above.

8. This order issues with the concurrence of Finance Department vide  its U.O.No. 16792 / L & E/07 dated 20.3.2007.
