Employment and Training – Training wing  - Part II Scheme 2003-04 – For introduction of Desk Top Publishing operator trade in Government I.T.I, Guindy,  Madurai and Nagercoil (women) by diversification of trades – orders-issued.

ORDER:

Hand compositor trade is available in Government I.T.Is, Guindy, Madurai and Nagercoil (Women).  Now the trade has become unpopular due to the new technology adopted by printing by using computers.  As a result of this a new trade, Desk Top Publishing operator has emerged in the field of printing.  This trade has already been introduced in Government I.T.Is, Pullambadi, Madurai and Dindigul (all I.T.Is for women).  The course is also conducted in Government I.T.Is, Guindy (women) under State for Vocational Training as a six month course, passed out candidates are able to find employment in the Printing Industry.  Because of emergence of this trade the Hand compositor trade has become obsolete and job opportunities have become less and candidates are also not evincing interest in joining the old trade.

2.The conversion of the trade into Desk Top Publishing Operator in Government I.T.I Guindy will help a lot not only to the candidates but also to the Department since application forms and prospectus for I.T.I admission are printed every year in Government I.T.I  Guindy.  So, the existing Hand

 Compositor trade may be replaced by the new trade, Desk Top Publishing Operator by diversification as follows:-

3. The Junior Training Officer / Assistant Training Officer now handling the trade, Hand Compositor may be utilized for the new trade, Desk Top Publishing Operator by giving special short term training.  The additional one post of Junior Training Officer required for Government I.T.I, Nagercoil (women) may be redeployed from the leave reserve post.  So there is no additional expenditure required under staff salary.

4. For the introduction of the new trade, Desk Top Publishing Operator, a sum of Rs.12 lakhs per I.T.I is required towards procurement of Tools and Equipments including room preparation and furnishing and furnishing and power wiring.  The new trade can be accommodated in the existing building.  So, the Existing trade Hand Compositor in Government I.T.Is, Guindy, Madurai, and Nagercoil (women) may be replaced by the new trade, Desk Top Publishing Operator (2units each) by diversification.  The total cost for diversification is Rs 36 lakhs (3 x12 =36).

5. The Commissioner of Employment and Training has now sent a proposal under Part II Scheme 2003-04 for introduction of Desk Top Publishing Operator trade in Government I.T.Is, Guindy, Madurai and Nagercoil (w) by diversification of trades at an ultimate cost of Rs. 36 lakhs.

6. The Government after careful consideration, accept the proposal of the Commissioner of Employment and Training under Part II scheme 2003-04 for introduction of Desk Top Publishing Operator trade in Government I.T.Is, Guindy, Madurai and Nagercoil (w) by diversification of trades and sanction a sum of Rs. 36 lakhs (Rupees thirty six lakhs only) for purchase of machineries during the year 2003-04.

7. The expenditure sanctioned in para 6 above shall be debited to the following head of account:-

“4250 –00 – Capital outlay on other social services – 203 – Employment - II State  Plan  - JG  Development of  I.T.Is  - Land and Buildings – 19.Machinery and Equipments – 01 Purchase “

8. Necessary funds will be provided in RE / FMA 2003-04 under 19 M&E since necessary funds have been provided under subdetailed head 16 Major works Commissioner of Employment and Training, Chennai –5 is requested to send necessary surrender proposals for Rs 36 lakhs in RE/FMA 2003-04 without fail.

9. The Pay and Accounts officer / Treasury officer is requested to admit and honour the bill if it is otherwise found in order.

10. This order issues with the concurrence of Finance Department vide its U.O.No.24626/L&E’2003-1 dated 6.5.2003 and additional sanction ledger No.59.
