In response to your D.O. Letter first cited, I wish to state that the instructions of Government of India raising the National Floor Level Minimum Wages from Rs. 45/- to Rs. 50/- per day have been communicated to the State Commissioner of Labour, Chief Inspector of Factories, Minimum Wages Advisory Board, all the General Secretaries of the Central Unions, Secretary to Tamil Nadu Labour Welfare Board, all District Collectors and all Joint / Deputy Commissioner of Labour, Inspectors of Labour and Inspectors of Plantations for information.
2. As regards the implementation of National Floor Level Minimum Wages, I am to state that the lowest minimum wage in this State is more than Rs. 50/- per day from 1/9/2002 onwards in respect of 54 scheduled employments as shown in Annexure-I to this letter. In respect of 2 employments indicated in Annexure-II even though the lowest wages as on 1/9/2002 were less than the revised floor level minimum wages of Rs. 50/- per day, the revised minimum wages proposed are more than the latest floor level minimum wages of Rs. 50/- per day. In respect of 4 other employments mentioned in Annexure -III, only piece rate wages are paid. The wages per day may vary from worker to worker according to their capacity to do the work and quantum of work done. In respect of 4 scheduled employments indicated in Annexure-IV the minimum wage is to be fixed by Committee Method. The National Floor Level Minimum Wages of Rs. 50/- per day will be taken into consideration by the Committee as and when constituted.
3. Instructions have been issued by the State Commissioner of Labour and Chief Inspector of Factories to their field level officers in the districts to ensure proper implementation of orders for payment of minimum wages for the scheduled employments by carrying out periodical inspections, etc.
