Child Labour eradication – Uniforms to children in Special Schools – Announcement made by Hon’ble Chief Minister during Collectors and Police Officers Conference held on 11.08.2004 – Sanction Orders – Issued.

ORDER:

During the Collectors and Police Officers Conference held during August, 2004, the Hon’ble Chief Minister of Tamilnadu has announced on 11.8.2004 that uniforms will be supplied to all children studying in special schools under the Eradication of Child Labour Project and funds will be provided by the State Government for this purpose. The Commissioner of Labour was requested to send necessary proposals.

2. The Government considered the proposal of the Commissioner of Labour carefully and approve the proposal for free supply of uniforms to 40,000 Children which is inclusive of a reserve of 2000 students as mentioned in the D.O. letter second read above studying in the special schools under National Child Labour Project and INDUS Project. The procedure for supply of uniforms, procurement of clothes and stitching will be as follows:-

 

(a)The scale of issue and type of uniforms supplied to all the children studying in special school under NCLP /INDUS Project will be the same as adopted by the SW & NMP Department. Accordingly One Set of uniform at the rate of Rs.135/- per child will be issued to the special school children as indicated below:-

Boys : 1 Set : (i) Polyester combined cotton white shirt.

(ii) Khaki drill half pant.

Girls : 1 Set: (i) Blue casement skirt with blouse and Blue Dhavani.

(b) Procurement of uniform clothes will be made by the District NCLP/ INDUS Society under the Chairmanship of the District Collector from the Co-optex.

(c) The uniforms will be stitched locally by adopting approved procedures.

3. Sanction is hereby accorded for a sum of Rs. 54,00,000/- ( Rupees Fifty four lakhs only) to the State Child Labour Rehabilitation – cum – Welfare Society as grant for the year 2004-2005 towards the supply of uniforms to 40,000 children (38,000 + a reserve for 2000 students) as mentioned in the Annexure to this order and for the subsequent years on recurring basis till the NCLP /INDUS Scheme exist. The District Collector who is the Chairman of the NCLP/INDUS Project has to send necessary indent to the Commissioner of Labour every year for the reimbursement of amount.

4. The expenditure sanctioned in para 3 above shall be debited to the following head of account.

"2235 – Social Security and Welfare – 02 Social Welfare – 102 Child Welfare Schemes in the 10th Five Year Plan – II State Plan – KG –Assistance to State Child Labour Rehabilitation-cum-Welfare-Society -09 Grants in aid – 01 Grants for current expenditure. ( DPC 2235-02-102-KG 0914)

5. The expenditure sanctioned in para 3 above shall constitute an item of " New Service". Pending approval of the Legislature, the expenditure shall initially be met by an advance from the Contingency Fund. The Commissioner of Labour shall apply for the advance in the prescribed format in duplicate to the Finance (BG1) Department along with the explanatory note to include in the FSE 2004-2005 without fail.

6. The Commissioner of Labour is authorized to draw and disburse the amount to the State Child Labour Rehabilitation - Cum-Welfare Society.

7. This order issue with the concurrence of Finance Department Vide its U.O. No. 86285/L&E/04-1 dated 31.12.2004 and Additional sanction Leder No. 1265.
