E.S.I. Scheme – setting up of diagnostic centers at Ambattur, Pallavaram, Ranipet, Rajapalayam and Thudiyalur – Staff, equipment and other expenditure – Sanctioned.

1) From the Director of Medical & Rural Health Services(ESI) (Incharge) Lr.No.32162/ESI/P1/98 dated 2.8.2000, 17.12.2003 and 20.02.2004.

2) From the E.S.I.Corporation, New Delhi Lr.No.U-16/32/T.N./Diagnost/99-Med.II, Dated 10.07.2003 and 23.09.2003.

ORDER:

The government with the concurrence of E.S.I. Corporation, New Delhi accord sanction for setting up of diagnostic centers at Ambattur, Pallavaram, Ranipet, Rajapalayam and Thudiyalur.

2. Sanction is also accorded for the following posts to the above diagnostic centers by surrendering of 18 posts of Nursing Assistants Grade II.

3. The staff sanctioned above shall be posted by surrendering the surplus staff identified in the ESI Hospital, Ayanavaram, Chennai as detailed in the Annexure to this order. The Director of Medical & Rural Health Services(ESI) is directed to post the above staff in the newly sanctioned diagnostic centers not before one month from the date of actual implementation of the scheme in the said centers.

4. The Government accord sanction for incurring the following recurring and non-recurring expenditure involved in this proposal:-

5. Since all the posts in this proposal are to be filled up by surrendering of posts, the staff cost in this proposal shall be met from the existing provision available under the head of account:-

" 2210-Medical and Public Health 01 Urban Health

Services-Allopathy 102 ESI Scheme. I-Non plan AG-

Expenditure on ESI Scheme covered both Insured

Person and their families"

The expenditure will be initially incurred by the State Government and later reimbursed from E.S.I. Corporation, New Delhi in the agreed ratio of 1:7. In respect of expenditure on purchase of X-ray Machine and ECG Machine shall be shared between the State Government and E.S.I. Corporation in the agreed ratio but outside the Ceiling but the expenditure an Purchase of Microscope and Centrifuge shall be shared between the State Government and E.S.I.Corporation in the ratio but within the ceiling.

 

6. This expenditure constitutes "New Service". The approval of the Legeslature shall be obtained in due course and till its approved the expenditure shall be incurred from contingencies funds as advance. Necessary order will be issued from B.G.I. The Director of Medical & Rural Health Services (ESI) is requested to sent necessary proposals to Finance Department in the prescribed form for the amount proposed to be incurred during the year 2004-2005.

 

7.The formal notification under section 1(3) of the ESI Act, 1948 fixing the date from which the medical facilities shall be extended to the Insured Persons and their families in the above centers will be issued by the Government of India. The Director of Medicakl 7 Rural Health Services (ESI) shall suggest immediately a suitable date for setting up of diagnostic centers at Ambattur, Pallavaram, Ranipet, Thudiyalur and Rajapalayam ibn consultation with the Regional Director, E.S.I. Corporation, Chennai.

 

8. The Director of Medical 7 Rural Health services (ESI) should adhere the condition laid down in Lr.No.21-16/32/TN/Diagnis/99-Med.II dated 23.09.2003 by E.S.I. Corporation, New Delhi.

 

9. The Director of Medical & Rural Health services (ESI) is authorized to draw and disburse the amount.

 

10. This orders issues with the concurrence of Finance Department vide its U.O.No. 50709/L&E/2004. dated 18.08.2004.
