Abstract

Integrated Beedi Workers Housing Scheme -Implemented in Tamil Nadu during 2002-2003 State subsidy of Rs. 18.75Lakhs for construction of 375 houses at the rate of Rs. 5,000/- per house - Sanctioned.

ORDER:

The Integrated Housing Scheme for Beedi Workers, is implemented in this State with  Central  Government subsidy of Rs. 20,000/-  and the State subsidy of Rs. 5,000/- .  The subsidy is released in the following pattern:-

(1). Release of State Subsidy  -  

After commencing the construction work by the beneficiary with his share, the State subsidy of  Rs.5000 will be released.

(2)   Release of Central Subsidy- 

1st installment of Rs.10000- when the construction reaches roof level.

2nd installment of Rs.10000-On completion of  construction.

2.The Ministry  of Labour, Government of India in their letter second read above have granted administrative approval for a sum of Rs.218.60 lakhs as Central Subsidy for construction of 1093 houses for the Beedi Workers during 2002-2003.

3.Accordingly, in the Government letter 3rd read above the Commissioner of Labour was requested that the list of beneficiaries who have started construction work and who are found eligible for payment of State subsidy may be sent to Government with details of District wise  beneficiary  indicating the total amount required so as to release of amount pending provision of funds in the FSE/FMA 2002-2003.

4.The Commissioner of Labour in his letter fourth read above has submitted the proposals for sanction of Rs.24.95 lakhs for construction of 499 houses for Beedi Workers  as detailed below:-

5. The Commissioner of Labour has stated that the 47 workers  in Namakkal District and 77 workers in Erode District are very much interested to avail the benefits under the Scheme and they have commenced the construction in their land  and hence the Director General (Labour Welfare), Ministry of Labour, New Delhi  and Welfare Commissioner, Hyderabad have been addressed in this regard to grant administrative approval .  In as much as the administrative approval has not been obtained for these 192 beneficiaries,   47 workers of Namakkal District  and 77 workers of Erode District may be deleted.  Hence, State share cannot be released to them.  The balance of 375 beneficiaries alone are now eligible for release of State subsidy.

In the circumstances the Government sanction a sum of Rs. 18,75,000/- (Rupees Eighteen Lakhs  seventy five thousand only) towards State Subsidy for construction of 375 houses for Beedi Workers at the rate of Rs. 5,000/- per house a detailed in the Annexure to this order  pending provision  of funds in FSE/FMA 2002-2003.

  1. 7. The expenditure sanctioned in para 6 above will be an item of "New Service", and will be brought to the notice of Legislature through FSE 2002-2003.  The Commissioner of Labour is directed to submit a note to include the above sanction of expenditure in the Final Supplementary Estimates for 2002-2003 to Finance (L.& D) Department.

 

8. The amount sanctioned in Para 6 above shall be debited to the following head of account:-

"2230-Labour and Employment -01-Labour Welfare -109 Beedi Workers Welfare -Schemes in the Xth Five Year Plan - IV Scheme  shared between State and Central - UB-Subsidy under Integrated Beedi Workers Housing Scheme -09-Subsidy-3. Subsidies for  specified schemes (DPC 2230-01- 109 UB 0934).

9. The Commissioner of Labour, Chennai-6 is  the estimating reconciling and controlling officer in respect of the above head of account.  The Administrative Officer, (Minimum Wages),Office of the Commissioner of Labour, Chennai-6 is authorized to draw and allocate the amount to the beneficiaries for disbursement.

10. This order issued with the concurrence of the Finance Department vide its U.O.No.43/JS (TB)/2003 -1, Dated: 11.3.2003
