ORDER:
In Tamil Nadu, at present, more than 1600 Textile Mills are functioning. The workmen in these mills are getting wages based on the wage settlement with the managements and also court orders. It is observed that during the past three years, a majority of the Textile Mills management retrenched the permanent workmen and in their places appointed new workmen and paying wages ranging from Rs.40/- to Rs.50/- per day. In the Textile Mills where there is no trade union is functioning, without observing the Labour Welfare Laws the workers are being given wages from Rs.10/- to Rs.30/- per day, whereas the workers covered under the settlements and Court orders are getting a wage of Rs.180/- per day. In view of the above circumstances, the Government consider it necessary to include the employment in the Textile Mills to Schedule I to the Minimum Wages Act, 1948 (Central Act XI of 1948).
2. The following notification will be published in the Tamil Nadu Government Gazette in English and Tamil. The Secretary to Government, Tamil Development Culture and Religious Endowments (Translation) Department is requested to supply to the Works Manager, Government Central Press, Chennai-600 079 with the Tamil Translation of the Notification.
NOTIFICATION.
WHEREAS the Governor of Tamil Nadu is of the opinion that minimum rates of wages should be fixed under the Minimum Wages Act, 1948 (Central Act XI of 1948) in respect of the employment in "Textile Mills".
NOW, THEREFORE, in exercise of the powers conferred by section 27 of the said Act, the Governor of Tamil Nadu hereby gives notice of his intention to add the above said employment in Part I of the Schedule to the said Act as required by the said section of the said Act.
Any objection or suggestion which may be received with respect to the proposed addition, on or before the expiry of three months from the date of publication of this Notification in the Tamil Nadu Government Gazette, will be considered by the Government. Objection or suggestion, if any, should be addressed to the Principal Secretary to Government, Labour and Employment Department, Chennai-600 009 through the Commissioner of Labour, Chennai-600 006.
