ORDER :
In G.O.Ms.No. 2273 , Labour and Employment dated 28.12.1989,orders were issued permitting the Management of Private Industrial Training Centers affiliated to National Council for Vocational Training to admit trainees against 50% seats, of the total seats in their Industrial Training Institutes on their own choice subject to guidelines issued and for the remaining 50% seats the management can admit trainees based on the marks obtained by candidates and also by following communal reservation. In G.O.Ms.No. 154, Labor and Employment dt.15.7.1993, Government issued orders prescribing certain terms and conditions for starting of new private Industrial Training Institute and introduction of new trades/ units in the existing private industrial Training Institutes. One among them is the minimum educational qualifications for admission to the Institution shall be as prescribed by the Director General of Employment and Training , New Delhi.
2. The Director of Employment and Training has stated that it is not proper to insist the management to admit trainees with requisite marks and entry qualification for 50% seats in Government quota and with entry qualification alone for the remaining 50% in Management quota. In order to overcome the above difficulties and to follow uniform procedure in admitting trainees in private Industrial Training centers, the action of the Director of Employment and Training has ratified in permitting the Private Industrial Training Institutes to admit the trainees based on the entry level qualification as prescribed by Director General of Employment and Training without insisting for marks both in Government and Management quota by following the communal reservation while admitting trainees in Government quota for the year 2001 in anticipation of sanction of the Government in letter Ms.No. 140 Labour and Employment dated 4.10.2001.
3. The Director of Employment and Training has now requested that the ratification orders issued in Government leter Ms.No. 140, dated 4.10.2001 may be issued as standing order permitting the private Industrial Training Institutes to admit trainees based on the entry level qualification only as prescribed by the Director General of Employment and Training , New Delhi without insisting for marks both in Government and Management quota and the common reservation followed while admitting trainees in Government quota.
4. After careful examination , the Government accept the proposal of the Director of Employment and Training and direct that the trainees be admitted in Private Industrial Training Institutes based on the entry level qualification only as prescribed by the Director General of Employment and Training , New Delhi without insisting for marks both in Government and Management quota and the common reservation be followed while admitting trainees in Government quota from 2002 onwards.
