GOVERNMENT OF TAMIL NADU ABSTRACT Tourism - Government of India Assisted Scheme prioritized for 2000-2001 - Provision of Parking lot at Mamallapuram - with Government of India Assistance at a total cost of Rs.24.00 lakhs (Twenty four lakhs only) approved - sanction of Rs.3.60 lakhs as first installment of Central share sanctioned orders issued. INFORMATION AND TOURISM (TI) DEPARTMENT G.O.Ms.No.78 Read 1) Government letter No.38054/T1/2000 of Information and Tourism Department, dated 25-01-2001. 2) From the Government of India, Department of Tourism, letter No.5-Psw/130/2000 dated 28-02-2001. 3) From the Commissioner of Tourism, Chennai-2, letter No.8253/Ts1/2000 dated 12.6.2001 and 31.8.2001 ----- ORDER: A proposal at an estimated cost of Rs.24.00 lakhs for the provision of parking lot at Mamallapuram with Central Assistance of Rs.16.00 lakhs (Rupees sixteen lakhs only) and State share of Rs.8.00 lakhs (Rupees eight lakhs only) (Small Savings fund of Kancheepuram District Collector) was forwarded to Government of India, New Delhi vide the reference 1st read above. The Ministry of Tourism, Government of India in the reference 2nd read above, have conveyed the sanction of the President of India for provision of parking lot at Mallapuram in Kancheepuram District, Tamil Nadu at a total cost of Rs 24.00 lakhs (Rupees twenty four lakhs only). (a) The project will be funded in the following manner:- 1) Grants in aid Rs. 12.00 lakhs 2) State Government Component Rs. 12.00 lakhs (b) The sanction of the President was also accorded to release of Rs 3.60 lakhs (Rupees three lakhs and sixty thousand only) as the first instalment constituting the 30 % of the grants in aid as advance for starting the work to the Government of Tamil Nadu. 2. The Government of India have imposed the following conditions: (i) The State Government would contribute the land for this project free of cost. The State Government will provide external water supply, Electricity, Approach road. Cost of furnishing, Site development, compound wall Fencing if any will also be the responsibility of the State Government. (ii) The State Government shall regularly furnish the quarterly statement of progress of work and expenditure incurred to the Central Department of Tourism. The Second instalment of 50% will be released on submission of Land Possession Certificate by the State Tourism Department, and on receipt of progress of work and the Utilisation Certificate for the first instalment released. The Final instalment of 20% will be released on submission of Completion Certificate and the land transfer document transferring the title of the land in favour of Ministry of Tourism, Government of India, New Delhi. (iii) The State Government will execute the project through the Highways and Rural Work Department, Chengalpattu and shall have the work started immediately to ensure timely Utilisation of funds and to avoid escalation of cost. The project should be commissioned within a maximum period of 6 months from the date of issue of sanction and any cost escalation on account of delay etc. would be met by the State Government on this account. (iv) Funds will be utilised only for the purpose for which they are released. The State / Union Territory Government shall not transfer rent / lease the property without the permission of Government of India. (v) The State Government would undertake the responsibility for maintenance of facilities for which funds are released and no reimbursement on account of losses incurred if any would be made by the Central Government. (vi) The State / Union Territory Government will not keep the amount released by Central Government unutilised for more than six months. In case of funds cannot be utilised, such time the same will have to be surrendered to Central Government and their Formal approval should be taken to transfer / adjust the amount against the other Central financially assisted projects. 3. The Commissioner of Tourism, in the reference third read above, has requested the Government to sanction the sum of Rs.3.60 lakhs (Rupees three lakhs and sixty thousand only) released by Government of India as first instalment since a sum of Rs.8.00 lakhs (Rupees eight lakhs only) has already been deposited with the Divisional Engineer, Highways and Rural Works Department, Chengalpattu by the Executive Officer, Town Panchayat, Mamallapuram out of the total State share of Rs 12.00 lakhs and a resolution has been passed by the Mamallapuram Town Panchayat to meet the balance State share of Rs 4.00 lakhs vide their letter No.110/2000, dated 16.8.2001 (Resolution No.292 dt 3.8.2001), which is already ear marked for this project and entrust the work to the Divisional Engineer, Highways and Rural Works Department, Chengalpattu. He has also requested to incorporate the terms and conditions stipulated by the Government of India in the sanction order. 4. The Government have carefully examined the proposal and accord administrative approval to the above scheme at an estimated cost of Rs.24.00 lakhs (Rupees twenty four lakhs only) and accept the terms and conditions stipulated by the Government of India for implementing the scheme by the Commissioner of Tourism, Chennai-2. 5 (a) Sanction is accorded for the payment ofRs.3.60 lakhs (Rupees three lakhs and sixty thousand only) to the Commissioner of Tourism, Chennai-2 being the first instalment of Central Share released vide the reference 2nd cited. (b) The Executive Officer, Mamallapuram Town Panchayat, Mamallapuram is requested to release the balance state share of Rs 4.00 lakhs (Rupees Four lakhs only) as per the resolution No 292 dated 3.8.2001 of Mamallapuram Town Panchayat Mamallapuram. Out of the total State share of Rs 12.00 lakhs (rupees Twelve lakhs only) a sum of Rs 8.00 lakhs has already been deposited with the Divisional Engineer, Highways and Rural Works Department, Chengalpattu 6. The Commissioner of Tourism is authorized to draw the amount sanctioned in Para 5 (a) above and disburse the same to the Divisional Engineer, Highways and Rural Works Department, Chengalpattu subject to the terms and conditions laid down in para 2 above under proper acknowledgement. 7. The Commissioner of Tourism, Chennai-2 should direct the Tourist Officer, Mamallapuram make periodical visit and monitor the progress of this project. 8. The amount sanctioned in para 5(a) above shall be debited to the head of account to be opened under Demand No.50 as detailed below:- “ 3452 – Tourism – 01 Tourist Infrastructure – 101 – Tourist Centre – Schemes in the Tenth Five year Plan VI Schemes shared between State and Centre UI – Improvement on environs at Tourist Spot 09 Grants in Aid. 02 Grants for Capital Expenditure” (DP.C.No.3452 01 101 UI 092)” 9. The expenditure shall be specifically brought to the notice of Legislature by necessary inclusion in an appendix in Budget Memorandum of the succeeding financial year. 10. Necessary funds will be provided in Revised Estimate / Final Modified Appropriation 2002-2003. 11. The Commissioner of Tourism, Chennai-2 is requested to include the amount sanctioned in Para 5 (a) above in the Revised Estimate / Final Modified Appropriation 2002-2003. 12. This order issues with the concurrence of Finance Department vide its U.O.No.31567/I&T/2002, Dated 30.04.2002 and additional sanction ledger No.50 (Fifty).
