GOVERNMENT OF TAMIL NADU ABSTRACT Tourism - Government of India Assisted Scheme prioritized for 1999-2000 – Development and landscaping Walk way and lighting at Nagapattinam Beach, Tamil Nadu - with Government of India Assistance at a total cost of Rs.18.00 lakhs approved - sanction of Rs.2.70 lakhs (Rupees two lakhs and seventy thousand only) as first installment of Central share - orders issued. INFORMATION AND TOURISM (TI) DEPARTMENT G.O.Ms.No.77 Read 1) Government letter No.28057/T1/99 of Information and Tourism Department, dated 9-2-2000. 2) From the government of India, Department of Tourism, letter No.5- / PSW / 31 / 2000 dated 16-3-2000. 3) From the Commissioner of Tourism, Chennai-2, letter No.8725/Ts1/99 dated 10-5-2000, 28.9.2001 and 8-10-2001 4) From the District Collector, Nagapattinam, D.O.Lr.No: 4995 / 2000 / RD10 / dated 14.9.2001. ----- ORDER: A proposal at an estimated cost of Rs.18.00 lakhs (Rupees Eighteen lakhs only) for the Development and landscaping Walk way and lighting at Nagapattinam Beach, Tamil Nadu with Central Assistance of Rs.12.00 lakhs (Rupees Twelve lakhs lakhs only) and State share of Rs.6.00 lakhs (Rupees six lakhs only) (to be met by District Collector fund) was forwarded to Government of India, New Delhi vide the reference 1st read above. The Ministry of Tourism, Government of India in the reference 2nd read above, have conveyed the sanction of the President of India for the Development and landscaping Walk way and lighting at Nagapattinam Beach, Tamil Nadu at a total cost of Rs.18.00 lakhs The Central Financial Assistance shall be Rs.9.00 lakhs and the remaining sum of Rs.9.00 lakhs (Rupees nine lakhs only) shall be borne by the State Government. The Government of India have also released Rs.2.70 lakhs (Rupees Two lakhs and seventy thousands only) as first instalment as an advance for starting the work. 2) The Government of India have imposed the following conditions: (i) The State Government will provide external water supply, Electricity approach road and No Objection Certificate from the respective Archaeological Department if the property belongs to them. (ii) The State Government shall regularly furnish the quarterly statement of progress of work and expenditure incurred to the Central Department of Tourism. The Second instalment of 50% will be released on receipt of Land Possession Certificate by the State Tourism Department, and on receipt of progress of work and the Utilisation Certificate for the first instalment released. The Final instalment of 20% will be released on submission of Completion Certificate and the land transfer document transferring / leasing the title of the land in favour of Ministry of Tourism, Government of India. (iii) The State Government will execute the project through Public Works Department, Nagapattinam and shall have the work started immediately to ensure timely Utilisation of funds and to avoid escalation of cost. The project should be commissioned within a maximum period of 30 months from the date of issue of sanction and any cost escalation on account of delay etc. would be met by the State Government on this account. (iv) Funds will be utilised only for the purpose for which they are released. The State / Union Territory Government shall not transfer rent / lease the property without the permission of Government of India. (v) The State Government would undertake the responsibility for maintenance of facilities for which funds are released and no reimbursement on account of losses incurred if any would be made by the Central Government. (vi) The State / Union Territory Government will not keep the amount released by Central Government utilised for more than six months. In case of funds cannot be utilised, such time the same will have to be surrendered to Central Government and their formal approval should be taken to transfer / adjust the amount against the other Central financially assisted projects. 3) The Commissioner of Tourism, in the reference 2nd read above, has requested the Government to sanction the sum of Rs.2.70 lakhs ((Rupees two lakhs and seventy thousand only) released by Government of India as first instalment and request the Collector of Nagapattinam to meet the state share of Rs.6.00 lakhs (Rupees six lakhs only) from the Development fund of the District Collectorate and the balance of Rs.3.00 lakhs (Rupees three lakhs only) from the Tourism Department allotted for the improvement of infrastructure facilities and entrust the work to the Executive Engineer C&M Division, Public Works Department, Nagapattinam. He has also requested to incorporate the terms and conditions stipulated by the Government of India in the sanction order. 4) The Government have carefully examined the proposal and accord administrative sanction for the above scheme at an estimated cost of Rs.18.00 lakhs (Rupees Eighteen lakhs only) and accept the terms and conditions stipulated by the Government of India for implementing the scheme by the Commissioner of Tourism, Chennai-2. 5 (a) Sanction is accorded for the payment of Rs.2.70 lakhs (Rupees two lakhs and seventy thousands only) to the Commissioner of Tourism, Chennai-2 being the first instalment of Central share released vide the reference 2nd read above 5(b) The Collector of Nagapattinam District is requested to contribute the State share of Rs.9.00 lakhs (Rupees nine lakhs only) for which a sum of Rs.6.00 lakhs (Rupees six lakhs only) from the District Development fund of the Nagapattinam District and the balance of Rs.3.00 lakhs (Rupees Three lakhs only) from the constituency Development fund of Member of Parliament as mentioned in the reference 4th read above. 6) The Commissioner of Tourism is authorized to draw the amount sanctioned in para 5 (a) above and disburse the same to the Executive Engineer, C&M Division, Public Works Department, Nagapattinam subject to the terms and conditions laid down in para 2 above under proper acknowledgement. 7) The Commissioner of Tourism, Chennai-2 should direct the Tourist Officer, Poompuhar to make periodical visit and monitor the progress of this project. 8) The amount sanctioned in para 5(a) above shall be debited to the head of account as detailed below:- 3452 Tourism 01 - Tourist Centre Vi Schemes shared between State and Centre UR-Government of India Assisted Scheme - State Government Contribution 80 Lumpsum provision. (DPC No.3452 01 101 UR 8001) 9) The Commissioner of Tourism, Chennai-2 is the estimating reconciling and controlling authority for the above new sub-head of account. 10) The Commissioner of Tourism, Chennai-2 is requested to incur the expenditure during 2002-2003 within the Budgetary provision made for the year 2002-2003. 11) This order issues with the concurrence of Finance Department vide its U.O.No.220 /DS (TK), dated 22-03-2002 (BY ORDER OF THE GOVERNOR) V.RAMADOSS, To The Commissioner of Tourism, Chennai-2.
