GOVERNMENT OF TAMIL NADU ABSTRACT Tourism - Government of India Assisted Scheme Infrastructural Development of Tourism in Kancheepuram District with Government of India Assistance at a total cost of Rs.87.00 lakhs approved - sanction of Rs.12.00 lakhs as first instalment of Central share - Orders issued. Information and Tourism (T1) Department G.O.Ms.No.57 Read 1) Government letter No.1334/T1/2002-1 of Information and Tourism Department, dated 21-1-2002 and 10-7-2002 2) From the Government of India, Department of Tourism, Letter No.5- PSW (3) / 2002 dated 31-3-2002 3) From the Commissioner of Tourism, Chennai-2, D.O.Lr.No.459 / Ts1 / 2002 dated 18-2-2002 and 19-7-2002 4) From the District Collector, Kancheepuram, D.O.letter No.Rc.Pr.12 / 2002 (Collector) dated 30-6-2002 ----- ORDER: A proposal at an estimated cost of Rs.100.40 lakhs for providing Infrastructural facilities near Kailasanathar Temple at Kancheepuram with 100% Central Assistance was forwarded to Government of India, New Delhi vide the reference 1st read above. The Ministry of Tourism, Government of India in the reference 2nd read have conveyed the sanction of the President of India for incurring an expenditure not exceeding Rs.40.00 lakhs (Rupees Fourty lakhs only) being the grant of Central Government towards the project for providing Infrastructural facilities at Kancheepuram at an estimated cost of Rs.87.00 lakhs. The remaining sum of Rs.47.00 lakhs shall be borne by the State Government. The Government of India have also released Rs.12.00 lakhs (10,000 + 11,90,000) (Rupees Twelve lakhs only) as first instalment as an advance for starting the work. 2) The Government of India have imposed the following conditions: (1) The State Government would contribute the land for this project free of cost. The State Government will provide external Water supply, Electricity approach road and No objection certificate from the respective Archaeological Department if the property belongs to them. Cost of furnishing, site development, compound wall fencing if any will also be the responsibility of the State Government. (2) The State Government shall regularly furnish the quarterly statement of progress of work and expenditure incurred to the Central Department of Tourism. The second instalment of Rs.50% will be released on submission of Land possession Certificate by the State Tourism Department, and receipt of progress of work and the Utilisation Certificate for the first instalment released. The Final instalment of 20% will be released on submission of Completion Certificate and land transfer document transferring/ the title of the land in favor of Ministry of Tourism, Government of India. (3) The State Government will execute the project through Kancheepuram Municipality and shall have the work started immediately to ensure timely Utilisation of funds and to avoid escalation of cost. The project should be commissioned within a maximum period of 12 months from the date of issue of sanction and any cost escalation on account of delay etc. would be met by the State Government on this account. (4) Funds will be utilized only for the purpose for which they are released. The State/Union Territory Government shall not transfer rent/lease the property without the permission of Government of India. (5) The State Government would undertake the responsibility for maintenance of facilities for which funds are released and no reimbursement on account of losses incurred if any would be made by the Central Government. (6) The State/Union Territory Government will not keep the amount released by Central Government unutilized for morel than six months. In case of funds cannot be utilized, such time the same will have to be surrendered to Central Government and their formal approval should be taken to transfer/adjust the amount against the other Central financially assisted projects. 3) The Commissioner of Tourism, in the reference 3rd read above, has requested the Government to sanction the sum of Rs.12.00 (Rupees Twelve lakhs only) released by the Government of India as 1st instalment along with State share of Rs.10.00 lakhs (Rupees Ten lakhs only) already ear-marked for this project and entrust the work to the Kancheepuram Municipality Kancheepuram . 4) The Government have carefully examined the proposal and have approved the above scheme at an estimated cost of Rs.87.00 lakhs (Rupees Eighty seven lakhs only) (Central share Rs.40.00 lakhs + State component Rs.47.00 lakhs i.e. local body contribution Rs.12.00 lakhs, Rs.5.00 lakhs from M.L.A.'s constituency Development fund, Rs.10.00 lakhs from M.P.'s constituency Development fund, Rs.10.00 lakhs from the District Collector fund and Rs.10.00 lakhs from State fund and accept the terms and conditions stipulated by the Government of India for implementing the scheme by the Commissioner of Tourism, Chennai-2. 5. Sanction is accorded for the payment of Rs.12.00 lakhs (Rupees Twelve lakhs only) to the Commissioner of Tourism, Chennai-2, being the first instalment of Central share released vide the reference 2nd read above. 6) The Commissioner of Tourism, Chennai-2 is authorized to draw the amount sanctioned in para 5 above and disburse the same to the Commissioner, Kancheepuram Municipality, Kancheepuram under proper acknowledgement. Subject to the terms and conditions laid down in para 2 above. 7) The Commissioner of Tourism, Chennai-2, should direct the Tourist Officer, Mamallapuram, to make periodical visit and monitor the progress of this project. 8) The amount sanctioned in para 5 above shall be debited to the new head of account to be opened under Demand No.28 as detailed below:- "3452 - Tourism -01 Tourist infrastructure 101 Tourist Centre IV schemes shared between state and centre - UM Providing basic amenities in Tourist Centre -09 Grants in Aid -03 Grants for specific schemes (3452 01 101 UM 0938)" 9) The Commissioner of Tourism, Chennai-2 is the estimating reconciling and controlling authority for the above new sub-head of account. 10) The Pay and Accounts Officer, Chennai-9, Treasury Officer, Kancheepuram are requested to open the above new head of account in accounts. 11) The Collector of Kancheepuram District is requested to allot a sum of Rs.37.00 lakhs (Rupees Thirty Seven lakhs only) for the Local MLA/MP's Development fund/Development Fund of the District Collector etc as stated in his reference 4th read above. 12) This order issues with the concurrence of Finance Department vide its U.O.No.16202 / I&T / 2003 Dated13-3-2003.
