Order:-

A detailed proposal at a total cost of Rs.375.60 lakhs for the development of Eco-Tourism Circuit at Point Calimere, Muthupet and Pichavaram (covering Portonova, MGR Thittu and Chinna Vaikkal) was sent to Ministry of Tourism, Government of India for sanction of financial assistance.

2) In the reference 2nd read above a revised proposal for the development of Eco-Tourism Circuit at Point Calimere, Muthupet and Pichavaram (Covering Portonova, MGR Thittu and Chinna Vaikkal) for a sum of Rs.387.00 lakhs with additional particulars called for by the Ministry of Tourism was sent to Ministry of Tourism, Government of India, with the recommendation of the State Government. The Ministry of Tourism, Government of India has conveyed sanction of Rs.368.00 lakhs for the Integrated Development of Eco-Tourism, at Point Calimere, Wild life Sanctuary, Muttupet, and Pichavaram in Tamil Nadu. The components of the works are as follows:-

3) The Ministry of Tourism, Government of India has also released a sum of Rs.294.40 lakhs as first instalment to commence the work. This amount has been remitted into State Government Account. The Commissioner of Tourism has now requested that the proposal of Development of Eco-Tourism Circuit at Point Calimere, Muthupet and Pichavaram (covering Portonova, MGR Thittu and Chinna Vaikkal) at cost of Rs.368.00 lakhs may be approved for the execution of the project subject to the following terms and conditions:-

i) The State Government would start the work immediately to ensure timely utilization of the funds and to avoid escalation of cost. The project should be completed within 18 months as per time frame intimated by the State Government for this project.

No reimbursement shall be made by the Central Government on account of cost escalation due to delay in execution.

ii) The State Government of Tamil Nadue would provide all necessary infrastructural support including electricity, water and approach road simultaneously so that the project is sustainable.

iii) The Secretary (Tourism), Government of Tamil Nadu shall be Nodal officer and would be responsible for monitoring of the project.

iv) Funds shall be utilised for the purpose for which they are released. The State Government shall not transfer the assets created without the permission of the Government of India (Department of Tourism).

v) The State Government of Tamil Nadu will furnish utilization certificate and completion and commissioning Certificate to the effect that the project has been completed as per the plan, Blue prints etc., approved by the Central Government.

vi) The State Government of Tamil Nadu would undertake the responsibility for maintenance of formalities for which the funds are released and no reimbursement on account of losses incurred, if any, would be made by the Central Government.

vii) They shall also furnish the utilization certificate including the items purchased as sanctioned in the proper format to this department. The utilization certificate should be signed and certified by an official not less than the rank of Secretary (Tourism). It would also mentioned clearly that ALL CODAL FORMALITIES HAVE BEEN FOLLOWED” and duly supported by all relevant documents like quotations, vouchers, bills comparative statement or purchase committee recommendation.

4) (i) The Government after careful consideration accept the proposal of the Commissioner of Tourism, Chennai-2 and accord administrative sanction for the above project at a total cost of Rs.368.00 lakhs (Rupees Three Crores and Sixty Eight lakhs only).

(ii) Sanction is also accorded for the payment of Rs.294.40 lakhs (Rupees Two hundred and ninety four lakhs and forty thousands only) to the Commissioner of Tourism being the first instalment released by the Government of India, New Delhi to execute the project through the respective District Collectors/Managing Director, Tamil Nadu Tourism Development Corporation Ltd., as detailed below. However due to want of funds in the current financial year 2004-2005 the Commissioner of Tourism, Chennai is requested to draw a sum of Rs.200.40 lakhs against the total sanction of Rs.294.40 lakhs, out of the funds now provided in Final Modified Appropriation/Final Supplementary Estimates 2004-2005 and the balance amount of Rs.94.00 lakhs shall be drawn out of the funds provided in Budget Estimate 2005-2006 under the relevant head of account.

5) The Commissioner of Tourism is authorised to draw and disburse the amount sanctioned in para 4 (ii) above to the concerned District Collectors and the Managing Dirctor, Tamil Nadu Tourism Development Corporation Ltd., as detailed in para 4 above under proper acknowledgement.

6) The expenditure shall be debited to the following head of account:-

“5452-Capital outlay on Tourism-01-Tourist Infrastructure-101-Tourist Centres-Schemes in the Tenth Five Year Plan-VI Scheme shared between State and Centres-UC providing Basic amenities in Tourist Centres-09. Grants in aid -03 Grants for specific schemes” (DPC 5452 01 101 UC 0934)”.

7) The Pay and Accounts Officer, Chennai-9 is requested to admit the bill if otherwise found to be in order.

8) This order issues with the concurrence of the Finance Department vide its U.O.No.100/Finance/JS/TK/2005 dated 31-03-2005.
