----- ORDER:- In the reference 1st read above, a revised proposal for a sum of Rs.498.00 lakhs for the development of Yercaud in Salem District under product / Infrastructure and Destination Development Scheme was sent to Ministry of Tourism, Government of India for according sanction. 2) The Ministry of Tourism, Government of India, in his reference 2nd read above has conveyed the sanction of a sum of Rs.448.00 lakhs as Central Financial Assistance for the Development of Yercaud. The components of proposal are as follows:
3) The Ministry of Tourism has also released a sum of Rs.358.40 lakhs being 80% of the sanctioned Central Financial Assistance towards this scheme as first instalment of the grants in aid as an advance for starting the work. 4) The Government of India have imposed the following conditions. i) The State Government would contribute land for the project free of cost. State Government will provide external water supply, electricity and approach road, cost of furnishing site development, compound wall fencing if any will also be the responsibility of the State Government. ii) The State Government shall regularly furnish the quarterly statement of progress of work and expenditure incurred to the Central Department of Tourism. The final instalment of 20% will be released on submission of completion, commissioning along with utilization certificate and undertaking. iii) The State Government will execute the project through the District Collector, Salem District. The State Government shall have the work started immediately to ensure timely utilisation of funds and to avoid escalation of cost. The project should be commissioned within a maximum period of 12 months from the date of release of first instalment and any cost escalation on account of delay etc. would be met by the State Government. No reimbursement will be made by the Central Government on this account. iv) Funds will be utilized for the purpose for which they are released. The State/UT Government shall not transfer rent/ lease the property without the permission of the Government of India. v) The State/ Union Territories Government would undertake the responsibility for maintenance of facilities for which the funds are released and no reimbursement on account of losses incurred, if any, would be made by Central Government. vi) The State / Union Territories Government will not keep the amount released by Central Government unutilized for more than six months. In case the funds cannot be utilized by such time the same will have to be surrendered to Central Government or their formal approval should be taken to transfer / adjust the amount against other Central financial assisted projects. 5) The Commissioner of Tourism in his reference 3rd read above has requested that the above scheme at a cost of Rs.448.00 lakhs may therefore be approved and the amount received (first instalment) from the Government of India may be sanctioned to the District Collector / Managing Director, Tamil Nadu Tourism Development Corporation Ltd., for the execution of the above scheme. 6) (i) The Government after careful consideration accept the proposal of the Commissioner of Tourism and hereby accord administrative sanction for the project of Development of Yercaud Hill Resort under Product / Infrastructure and Destination. Development of the total cost of Rs.448.00 lakhs ( Rupees Four Crores and forty eight lakhs only) (ii) Sanction is hereby accorded for the payment of Rs.358.40 lakhs ( Rupees Three crores fifty eight lakhs and forty thousands only) to the Commissioner of Tourism, Chennai-2 being the first instalment released by the Ministry of Tourism, Government of India, New Delhi subject to the terms conditions as stipulated by the Government of India as detailed in Para 4 above. 7) The Commissioner of Tourism is authorized to draw the amount sanctioned in Para 6(ii) above and disburse the amount to the District Collector, Salem / Managing Director, Tamil Nadu Tourism Development Corporation respectively for executing the project as detailed below .
