ORDER:

A proposal of an estimated cost of Rs.80 lakhs with the Central share of Rs.50.00 lakhs and state Share of Rs.30.00 lakhs towards the computerization of Tourism Department and Tamil Nadu Tourism Development Corporation units with WAN Connectivity was forwarded to Government of India, New Delhi.

2) Government of India in their reference 2nd read above conveyed the sanction of the President of India to an expenditure of not exceeding Rs.50.00 lakhs towards the payment for Computerization of Tamil Nadu Tourism Development Corporation units and provision of WAN connectivity to the Department of Tourism, Government of Tamil Nadu and released a sum of Rs.45.00 lakhs (Rupees Forty five lakhs only) to the Managing Director, Tamil Nadu Tourism Development Corporation for executing the work. The balance of Rs.5.00 lakhs as final instalment will be released after submission of the Utilisation Certificate and successful implementation of project. Government of India have further ordered that the State Government has to follow additional codal formalities and furnish a proof by 15-5-2002 of having placed orders for supply of Hardware and Soft ware for release of subsequent instalments.

3) The Commissioner of Tourism in his reference 4th read above has stated that it has been originally proposed for Computerization with WAN Connectivity of Tamil Nadu Tourism Development Corporation units and Tourist Information Centres connecting various places within Tamil Nadu. But as the Government of Tamil Nadu has opened Tourist Information Centres / Tourist Office in the following places outside Tamil Nadu. Viz. New Delhi, Mumbai, Kolkatta, Bangalore, Trivandrum, Goa, Jaipur, Agra and Hyderabad it has been proposed to connect the above places also. The approximate cost to cover the above places would be Rs.15.00 lakhs. A sum of Rs.15.00 lakhs is also required to provide secured server and network. Therefore a sum of Rs.30.00 lakhs is required to complete the project, over and above Government of India sanction. This work has been entrusted to Tamil Nadu Tourism Development Corporation Limited and Tamil Nadu Tourism Development Corporation has called for open tenders to execute this work. The tendered cost for this work is Rs.80.00 lakhs. Tamil Nadu Tourism Development Corporation Limited, has already launched the Online Reservation system which was formally launched by the Hon’ble Chief Minister of Tamil Nadu on July 2nd 2004.

Therefore he has requested that the scheme of computerization with WAN connectivity may be approved at a cost of Rs.80.00 lakhs under the following financial pattern and orders may kindly issued sanctioning the State share of Rs.30.00 lakhs and the Commissioner of Tourism may be authorized to draw and disburse the amount to Managing Director, Tamil Nadu Tourism Development Corporation Limited, Chennai.

Government of India share - Rs.50.00 lakhs 

State share                     - Rs.30.00 lakhs.

5) (i) The Government after careful consideration accept the proposal of the Commissioner of Tourism and accord administrative sanction for the total cost of Rs.80.00 lakhs ( Central share Rs.50.00 lakhs and State Share Rs.30.00 lakhs) for the above project. Subject to the terms and conditions as stipulated by the Ministry of Tourism, Government of India, New Delhi .

(ii) Sanction is hereby accorded for the payment of Rs.30.00 lakhs (Rupees Thirty lakhs only) being the State share for the above project.

6) The Commissioner of Tourism, is authorized to draw the sanctioned in para 5 (ii) above and disburse it to the Managing Director, Tamil Nadu Tourism Development Corporation, Chennai-2 under proper acknowledgement, for executing the said project as early as possible by following the codal formalities as stipulated by the Government of India.

7) The expenditure shall be debited to the following Head of Account:-

5452-Capital outlay on Tourism -01 – Tourist Infrastructure -101-Tourist Centres - schemes in the Tenth Five Year Plan-VI scheme shared between State and Centres - UC providing basic amenities in Tourist Centres-09.Grants in aid-03 Grants for specific schemes’(DPC 5452 01 101 UC 0934)”.

Necessary funds are provided in Final Modified Appropriation 2004-2005. The Pay and Accounts Officer (Secretariat) Chennai-9 is requested to admit the bill if otherwise found to be in order.

8) This order issues with the concurrence of the Finance Department vide its U.O.No. 98/JS/TK/05, Dated: 31.3.05.
