GOVERNMENT OF TAMIL NADU ABSTRACT Tourism - Government of India Assisted Scheme prioritized for 1999-2000– Development of Parking area at Thirumalai Naicker Palace, Madurai with Government of India Assistance at a total cost of Rs.20.00 lakhs approved - sanction of Rs.4.80 lakhs as first installment of Central share - orders issued. INFORMATION AND TOURISM (TI) DEPARTMENT G.O.Ms.No.45 Read 1) Government letter No.2806/T1/99 of Information and Tourism Department, dated 6-3-2000. 2) From the Government of India, Department of Tourism, New Delhi, letter No.5 / PSW / 37 / 2000, dated 31-3-2000 and 20.10.2000. 3) From the Commissioner of Tourism, Chennai-2, letter No.7427 / Ts1 / 99, dated 20-3-2001. ----- ORDER: A proposal at an estimated cost of Rs.20.00 lakhs (Rupees Twenty lakhs) for the Development of Parking area at Thirumalai Naicker Palace, Madurai, with Central Assistance of Rs.16.00 lakhs (Rupees Sixteen lakhs only) and State share of Rs.4.00 lakhs (Rupees Four lakhs only) was forwarded to Government of India, New Delhi vide the reference 1st read above. The Ministry of Tourism, Government of India in the reference 2nd read above, have conveyed the sanction of the President of India at a total cost of Rs.20.00 lakhs (Rupees Twenty lakhs only) The Government of India share for this project shall be Rs.16.00 lakhs (Rupees Sixteen lakhs only) + the remaining sum of Rs.4.00 lakhs (Rupees Four lakhs only) shall be borne by the State Government. The Government of India have also relelased Rs.4.80 lakhs (Rupees Four lakhs and Eighty thousand only) as 1st instalment as on advance for starting the work. 2. The Government of India have imposed the following conditions: (i) The State Government would contribute the land for this project free of cost. The State Government will provide external water supply, Electricity approach road. Cost of furnishing, site development, compound wall fencing if any will also be the responsibility of the State Government. (ii) The State Government shall regularly furnish the quarterly statement of progress of work and expenditure incurred to the Central Department of Tourism. The Second instalment of 50% will be released on submission of Land Possession Certificate by the State Tourism Department, and receipt of progress of work and the Utilisation Certificate for the first instalment released. The Final instalment of 20% will be released on submission of Completion Certificate and the land transfer document transferring / leasing the title of the land in favour of Ministry of Tourism, Government of India. (iii) The State Government will execute the project through The Commissioner, Corporation of Madurai, and shall have the work started immediately to ensure timely Utilisation of funds and to avoid escalation of cost. The project should be commissioned within a maximum period of 18 months from the date of issue of sanction and any cost escalation on account of delay etc. would be met by the State Government on this account. (iv) Funds will be utilised only for the purpose for which they are released. The State / Union Territory Government shall not transfer rent / lease the property without the permission of Government of India. (v) The State Government would undertake the responsibility for maintenance of facilities for which funds are released and no reimbursement on account of losses incurred if any would be made by the Central Government. (vi) The State / Union Territory Government will not keep the amount released by Central Government utilised for more than six months. In case of funds cannot be utilised, by such time the same will have to be surrendered to Central Government and their formal approval should be taken to transfer / adjust the amount against the other Central financially assisted projects. 3. The Commissioner of Tourism, in his reference 3rd read above requested the Government to sanction the sum of Rs.4.80 lakhs (0.15+4.65) (Rupees Four lakhs and Eighty thousand only) released by Government of India as first instalment and request the Government to direct the Commissioner, Corporation of Madurai to contribute a sum of Rs.4.00 lakhs (Rupees Four lakhs only) as state share as already agreed by it for this project and entrust the work to the Commissioner, Corporation of Madurai, Madurai . He has also requested to incorporate the terms and conditions stipulated by the Government of India in the sanction order. 4. The Government have carefully examined the proposal and accord administrative approval to the above scheme at an estimated cost of Rs.20.00 lakhs (Rupees Twenty lakhs only) with the Central share of Rs.16.00 lakhs and state share of Rs.4.00 lakhs (Corporation fund of Madurai) and accet the terms and conditions stipulated by the Government of India for executing the scheme by the Corporation of Madurai. 5. Sanction is accorded for the payment of Rs.4.80 lakhs (Rupees Four lakhs and Eighty thousand only) to the Commissioner of Tourism, Chennai-2 being the first instalment of Central Share released vide the reference 2nd read above.The Commissioner, Corporation of Madurai, Madurai is requested to contribute a sum of Rs.4.00 lakhs (Rupees Four lakhs only) as State Share for this project as per the resolution of the Corporation of Madurai No.77, dated 19.8.99. 6. The Commissioner of Tourism, is authorized to draw the amount sanctioned in Para 5 above and disburse the same to the the Commissioner, Corporation of Madurai, Madurai subject to the terms and conditions laid down in para 2 above. 7. The Commissioner of Tourism, Chennai-2 should direct the Tourist Officer, Madurai to make periodical visit and monitor the progress of this project. 8. The amount sanctioned in para 5 above shall be debited to the new head of account to be opened under Demand No.50 as detailed below:- “ 3452 – Tourism- 01 Tourist infrastructure 102 – Tourist Accommodation VI- Scheme shared between state and central UI – Expansion and upgradation of existing Tourist facilities 09 Grants in Aid 01 – Grants for current expenditure (DPC 3452 01 102 UI 0916)” 9. The Commissioner of Tourism is the estimating reconciling and controlling authority for the above new sub-head of account. 10. The Pay and Accounts officer, Chennai-9, and Madurai are requested to open the above new head of account in accounts. 11. The expenditure shall be specifically brought to the notice of Legislature by necessary inclusion in an appendix in Budget Memorandum of the succeeding financial year. 12. Necessary funds will be provided in Revised Estimate / Final Modified Appropriation 2001-2002. Pending provision of such funds the Commissioner of Tourism, Chennai-2 is authorized to draw the amount sanctioned in Para 5 above and disburse the amount to the Commissioner, Corporation of Madurai, Madurai under proper acknowledgement. 13. The Commissioner of Tourism, Chennai-2 is requested to include the
amount sanctioned in Para 5 above
in the Revised Estimate / Final Modified Appropriation 14. This order issues with the concurrence of Finance Department vide its U.O.No.21019/T1/2002, dated 19.3.2002 and additional sanction Ledger No.852. (BY ORDER OF THE GOVERNOR) P.A.
