ORDER:
A proposal for the development of Parking lot at kanniyakumari with Central Assistance of Rs.50.00 lakhs and State share of Rs.50.00 lakhs was forwarded to Government of India, New Delhi vide the reference first read above. The Ministry of Tourism, Government of India, New Delhi in the reference 2nd read above have conveyed the sanction of the President of India for incurring on expenditure not exceeding Rs.50.00 lakhs being the grant from Central Financial Assistance towards the Development of Parking Lot at Kanniyakumari at an estimated cost of Rs.100.00 lakhs. The remaining Rs.50.00 lakhs shall be borne by the State Government. The Government of India have also released R.15.00 lakhs (0.15 lakhs + 14.85 lakhs) as first instalment as an advance for starting the work.
2) The Government of India have imposed the following conditions:-
i) The State Government would contribute land for the project free of cost. The State Government will provide External Water Supply, electricity and approach road, cost of furnishing, site development, compound wall fencing, if any, will also be the responsibility of the State Government.
ii) The State Government shall regularly furnish the quarterly statement of progress of work and expenditure incurred to the Central Department of Tourism. The second instalment of 50% will be released on submission of Land possession certificate by the State Tourism Department and receipt of progress of work and the utilization certificate for the first instalment released. The final instalment of 20% will be released on submission of completion, commissioning along with utilisation certificate and the land transfer document transferring the title of the land in favour of Ministry of Tourism, Government of India.
iii) The State Government will execute the project through the Divisional Egineer, Highways and Rural Works Department, Kanniyakumari and shall have the work started immediately to ensure timely utilization of funds and to avoid escalation of cost. The project should be commissioned within a maximum period of 18 months from the date of issue of sanction and any cost escalation on account of delay etc would be met by the State Government and no reimbursement will be made by the Central Government on this account.
iv) Funds will be utilized only for the purpose for which they are released by the State/Union Territory Government shall not transfer rent/lease the property without the permission of the Government of India.
v) The State Government would undertake the responsibility for maintenance of facilities for which the funds are released and no reimbursement on account of losses incurred, if any would be made by the Central Government.
vi) State/Union Territory Government will not keep the amount released by Central Government unutilized for more than six months. In case the funds cannot be utilized by such time the same will have to be surrendered to Central Government of their formal approval should be taken to transfer/adjust the amount against other Central Financially Assisted projects.
vii) The sanction would be subject to the condition that the State Government would furnish the following documents:-
(i) a certificate that estimates are based on Central Public Works Department / Public Works Department SOR rates.
(ii) as the total estimates cost is Rs.100.00 lakhs, No objection certificate from Central Public Works Department for execution of the work by Highways and Rural Works Department.
3) The Commissioner of Tourism, Chennai-2 in the reference 3rd read above, has requested the Government to sanction the sum of Rs.15.00 lakhs (0.15 lakhs + Rs.14.85 lakhs) released by Government of India, as first instalment along with the State share of Rs.50.00 lakhs (From the District Delopment Fund of Kanniyakumari) for this project.
4) The Government have carefully examined the proposal and issue administrative sanction for Rs.100.00 lakhs (Rupees Hundred lakhs only) for the above scheme and accept the terms and conditions stipulated by the Government of India for implementing the scheme by the Commissioner of Tourism, Chennai-2.
5) (a) Sanction is accorded for the payment of Rs.15.00 lakhs (Rupees Fifteen lakhs only) to the Commissioner of Tourism, Chennai-2 being the first instalment of Central share released vide reference 2nd and 3rd read above.
(b) Sanction is also accorded for the payment of Rs.50.00 lakhs (Rupees Fifty lakhs only) being the first instalment of State share and the Collector of Kanniyakumari is requested to make arrangements to meet the expenditure of Rs.50.00 lakhs from the District Development fund.
(c) Since the Divisional Engineer, Highways and Rural Works, Nagercoil is not in a position to execute the work; the work shall be entrusted to the Executive Engineer, Public Works Department (C&M), Nagercoil.
6) The Commissioner of Tourism is authorized to draw the amount sanctioned in para 5(a) above and disburse the same to the Executive Engineer, Public Works Department, Nagercoil, under proper acknowledgement, subject to the terms and conditions laid down in para 2 above.
7) The Commissioner of Tourism, Chennai-2 should direct the Tourist Officer, Kanniyakumari to make periodical visit and monitor the progress of this project.
8) The amount sanctioned in para 5 (a) above shall be debited to the following head of account:-
"3452 Tourism -01 Tourist Infrastructure -101 Tourist Centres Scheme in the Tenth Five Year Plan – VI Schemes shared between State and Centre – UM Providing Basic amenities in Tourist Centre 09 Grants-in-Aid -03 Grants for specific scheme, (DPC 3452 01 101 UM 0938)".
9) This Order issues with the concurrence of the Public Works Department vide its U.O.No.80167/PWD /2003 dated 11-06-2003 and Finance Department vide U.O.No.64623/Information and Tourism/2003 dated 5-12-2003.
