GOVERNMENT OF TAMIL NADU ABSTRACT Tourism – Government of India Assisted Schemes – Prioritized for the year 2003-2004 – Infrastructure facilities at Kancheepuram – Ministry of Tourism, Government of India, sanctioned Rs.259.40 lakhs in full- approval of the project and Administrative sanction – orders – issued. ----- ORDER: A proposal at an estimated cost of Rs.319.40 lakhs for the provision of Infrastructure facilities at Kancheepuram with Central Assistance of Rs.287.46 lakhs (Rupees Two hundred and Eighty Seven lakhs and forty six thousands only) and State share (met by Kancheepuram Municipality) of Rs.31.94 lakhs (Rupees Thirty one lakhs and ninety four thousand only) was forwarded to Government of India, New Delhi in the reference first read above. 2) The Ministry of Tourism, Government of India, New Delhi in the reference second read above had conveyed the sanction of the President of India for the provision of Infrastructure facilities at kancheepuram at an estimated cost of Rs.259.40 lakhs (100% grant) as detailed below:-
3) The Government of India have imposed the following conditions:- 1) The payment will be arranged by DDO. Department of Tourism by presenting a bill to the Pay and Accounts Officer, Department of Tourism for issue of a cheque for Rs.259.40 lakhs (Rupees Two hundred and fifty nine lakhs and forty thousand only) in favour of the Executive Engineer, Pondicherry Central Division, Central Public Works Department, Pondicherry. 2) Central Public Works Department shall start the work immediately to ensure timely utilization of funds and to avoid escalation of cost. The State Government of Tamil Nadu will send a Land Availability Certificate with exact details of the land where above mentioned facilities are to be created within a period of two weeks. 3) The Commissioner of Tourism, Government of Tamil Nadu will be Nodal Officer and would be responsible for monitoring of the project. 4) Central Public Works Department will furnish utilization certificate / Statement of expenditure every quarter. Central Public Works Department will also furnish completion and commissioning certificate to the effect that the project has been completed as per the plan, blue prints etc. through Commissioner (T), Government of Tamil Nadu. 5) After completion of the project, it will be handed over to the State Government of Tamil Nadu, which would undertake the responsibility for maintenance of facilities for which the funds are released and no reimbursement on account of losses incurred, if any would be made by the Central Government. 6) The State Government should give an undertaking that the assets created will not be transferred without the permission of Government of India. 7) The State Government would undertake the responsibility for maintenance of facilities created and no reimbursement on account of losses incurred if any would be made by the Central Government. 8) The Central Public Works Department will not keep the amount released by Department of Tourism, unutilised for more than six months. In case the funds cannot be utilized by such time the same will have to be surrendered to Department of Tourism. 4) The Commissioner of Tourism has requested the Government to approve the above project and issue an administrative sanction so as to execute the works sanctioned through Central Public Works Department. 5) The Government after careful examination, approve the project for provision of Infrastructure facilities at Kancheepuram at an estimated cost of Rs.259.40 lakhs (Rupees Two hundred and fifty nine lakhs and forty thousands only) for which the above amount released by the Government of India directly to the Executive Engineer, Pondicherry Central Division, Central Public Works Department, Pondicherry ear-marked for this project and entrust the work to the Executive Engineer, Pondicherry Central Division, Central Public Works Department , Pondicherry. The Government also issues administrative sanction for Rs.259.40 lakhs for this project. 6) Permission is accorded to the Executive Engineer, Pondicherry Central Division, Central Public Works Department, Pondicherry to utilize the sum of Rs.259.40 lakhs released by the Government of India for execution of project work subject to the conditions mentioned in para 3 above. 7) The Commissioner of Tourism will be Nodal officer and he would be responsible for monitoring of the project. 8) This order issues with the concurrence of Finance Department vide its U.O.No.59864/Finance/CF&CP/2003 dated 17-11-2003.
