GOVERNMENT OF TAMIL NADU ABSTRACT Tourism - Government of India Assisted Scheme prioritized for the year 1999-2000 Promotion of Eco –Tourism at Pichavaram, Cuddalore District with Government of India Assistance at a total cost of Rs.55.55 lakhs (Rupees Fifty five lakhs and fifty five thousand only) approved – sanction of Rs.15.00 lakhs as first instalment of Central share – Orders Issued. I) DEPARTMENT G.O.Ms.No.25 Read : 1) Government Letter No.33520/T1/1999, Information and Tourism Department,Dated:27-11-1999. 2) From the Government of India, Department of Tourism Letter No.5-PSW/199/1999, Dated:07-03-2000. 3) From the Commissioner of Tourism, Chennai-2 Letter No.10946/TS1/1999, Dated:11-05-2000, 12-02-2001, 13-4-2001, 24-7-2001. 4) From the Principal Chief Conservator of Forest, Chennai-15, Letter No.3/53539/2000 dated 21-12-2000 ---- ORDER: A proposal at an estimated cost of Rs.60.00 lakhs (Rupees Sixty lakhs only) for the provision of Eco-Tourism at Pichavaram, Cuddalore District, with the Central Assistance of Rs.50.00 lakhs (Rupees Fifty lakhs only) and State share of Rs.10.00 lakhs (Rupees Ten lakhs only) was forwarded to Government of India, New Delhi vide the reference 1st read above. The Ministry of Tourism, Government of India in the reference 2nd read above, have convey the sanction of the President of India for incurring an expenditure not exceeding Rs.60.00 lakhs (Rupees Sixty lakhs only). They have approved the project in the following manner:- Central
Financial Assistance
Rs.50.00 lakhs The State share of Rs.10.00 lakhs (Rupees Ten lakhs only) shall be borne by the Tamil Nadu Tourism Development Corporation Limited, Chennai-2 as proposed by the Commissioner of Tourism. The Government of India have also released Rs.15.00 lakhs (Rupees Fifteen lakhs only) as 1st instalment as an advance for starting the work. 2. The Government of India have imposed the following conditions:- (i) The State Government will provide external water supply, Electricity, approach road and No Objection Certificate from the respective Archaeological Department if the property belongs to them. (ii) The State Government shall regularly furnish the quarterly statement of progress of work and expenditure incurred to the Central Department of Tourism. The Second instalment of 50% will be released on receipt of progress of work and the Utilisation Certificate for the first instalment released. The Final instalment of 20% will be released on submission of Completion Certificate and the land transfer document transferring / leasing the title of the land in favour of Ministry of Tourism, Government of India. (iii) The State Government will execute the project through the Tamil Nadu Tourism Development Corporation Ltd., Chennai-2, and shall have the work started immediately to ensure timely Utilisation of funds and to avoid escalation of cost. The project should be commissioned within a maximum period of 30 months from the date of issue of sanction and any cost of escalation on account of delay etc. would be met by the State Government on this account. (iv) Funds will be utilised only for the purpose for which they are released. The State / Union Territory Government shall not transfer rent / lease the property without the permission of Government of India. (v) The State Government would undertake the responsibility for maintenance of facilities for which funds are released and no reimbursement on account of losses incurred if any would be made by the Central Government. (vi) The State / Union Territory Government will not keep the amount released by Central Government unutilised for more than six months. In case of funds cannot be utilised, such time the same will have to be surrendered to Central Government and their formal approval should be taken to transfer / adjust the amount against the other Central financially assisted projects. 3. The Commissioner of Tourism, in the reference 3rd read above, has requested the Government to sanction the sum of Rs.15.00 lakhs (Rupees fifteen lakhs only) released by Government of India as 1st instalment. He has also requested to incorporate the terms and conditions stipulated by the Government of India in the sanction order. The Principal Conservator of Forest, Chennai-15 who was consulted has suggested that out of 19 items of Expenditure proposed two items of expenditure viz water supply facilities from Killai over head tank to Pichavaram and construction of 30,000 liters capacity RCC Tank amounting to Rs.4,45,000.00 may be deleted and other 17 items amounting to Rs.55.55 lakhs (Rupees Fifty five lakhs and fifty five thousand only) may be executed. 4. The Government have carefully examined the proposal and have approved the above scheme at an estimated cost of Rs.55.55 lakhs (Rupees Fifty five lakhs and fifty five thousand only) with Government of India share of Rs.50.00 lakhs (Rupees fifty lakhs only) and State share of Rs.5.55 lakhs (Rupees Five lakhs and fifty five thousand only) which will be met by Tamil Nadu Tourism Development Corporation Ltd., out of its funds and the scheme will be executed by Tamil Nadu Tourism Development Corporation Limited and accept the terms and conditions stipulated by the Government of India as well as the suggestion made by the Principal Chief Conservator of Forest, Chennai-15, for implementing the scheme by the Commissioner of Tourism, Chennai-2, sanction is accorded for the payment of Rs.15.00 lakhs (Rupees Fifteen lakhs only) to the Commissioner of Tourism, Chennai-2 being the 1st instalment of Central share released by Government of India vide the reference 2nd cited. The Tamil Nadu Tourism Development Corporation Ltd., is requested to contribute the State Component amounting to Rs.5.55 lakhs (Rupees Five lakhs and Fifty five thousand only) for this project. 5. The Commissioner of Tourism is authorized to draw the amount sanctioned in Para 4 above and disburse the same to the Managing Director, Tamil Nadu Tourism Development Corporation Ltd., Chennai-2, subject to the terms and conditions laid down in para 3 above. 6. The Commissioner of Tourism should direct the Tourist Officer, Chidambaram, to make periodical visit and monitor the progress of this project. 7. The amount sanctioned in para 4 above shall be debited to the new head of account to be opened under Demand No.50 as detailed below:- “3452 – Tourism -9 Tourist Infrastructure- 101 – Tourist Centre – VI Schemes shared between State and Centre UR- Government of India Assistance Scheme –80 – Lumpsum provision (DPC 3452 -01 101 UR – 8001)” 8. The Commissioner of Tourism is the estimating reconciling and controlling authority for the above new sub-head of account. 9. The Pay and Accounts officer, Chennai-9 / Treasury Officer, Cuddalore are requested to open the above new head of account in accounts. 10. The expenditure sanctioned in para 4 above is on “New Service” and the approval of the Legislature will be obtained in due course. Pending approval of the Legislature the expenditure will be met initially by advance from the contingency fund. Orders regarding which will be issued separately by the Government in Finance (Budget-I) Department. The Commissioner of Tourism, Chennai-2 is requested to apply to Government in Finance (Budget-I) Department in the prescribed proforma along with a copy of the Government Order Proforma for the sanction of an advance from the “Contingency Fund” together with draft note for inclusion in the supplementary estimates 2001-2002. 11. This order issues with the concurrence of Finance Department vide its U.O. No. 9675/ Information & Tourism/ 2002 dated 15-2-2002 and Additional Sanction Ledger No.720 (Seven hundred and twenty) .
