----- ORDER: A proposal at an estimated cost of Rs 50.00 lakhs for the Development of Thirukurungudi in Tirunelveli District was forwarded to Ministry of Tourism, Government of India, and New Delhi for sanction of the above amount. 2. The Ministry of Tourism, Government of India, New Delhi in the reference 3rd read above has conveyed the sanction of the project of Development of Thirukurungudi in Tirunelveli District as a Rural Tourism Destination at a total cost of Rs.50.00 lakhs and released a sum of Rs.40.00 lakhs being 80% of the total cost of the project as first instalment to commence the work. The components of the project and the conditions stipulated by Government of India are detailed as follows: Components
Conditions The State Government will not keep the amount released by Central Government untilised for more than six months. In case the funds cannot be utilized by such time, the same will have to be surrendered to Central Government. The State Government would contribute land for the project free of cost. The State Government will provide external water supply, electricity and approach road, cost of furnishing, site development compound wall fencing, if any, will also be the responsibility of the State Government. The State Government shall regularly furnish statement of progress of work and expenditure incurred to the Ministry of Tourism, Government of India bimonthly. The final installment of 20% will be released on submission of utilization and completion certificate from concerned executing agency. The State Government will get the project executed and shall have the work started immediately to ensure timely utilization of funds and to avoid escalation of cost. The project should be commissioned within a maximum period of 12 months from the date of release of first installment and they would meet any cost escalation on account to delay etc. No reimbursement will be made by the Central Government on this account. Funds will be utilized for the purpose for which they are released. The State / UT Government shall not transfer rent/lease the property without the permission of the Government of India. The State/ UT Government would undertake the responsibility for maintenance of facilities for which the funds are released and no reimbursement on account of losses incurred, if any, would be made by the Central Government. 3. The Commissioner of Tourism has now requested to approve the project of development of Thirukurungudi at a total cost of Rs.50.00 lakhs and the amount received from the Government of India i.e., First instalment of Rs 40.00 lakhs (Rupees forty lakhs only) may be sanctioned for the above project and he may be authorized to draw and disburse the amount to the Collector Tirunelveli to commence the work immediately. 4. Government after careful consideration, accord administrative approval of the 100% Government of India assisted scheme of Development of Thirukurungudi in Tirunelveli District at the total cost of Rs.50.00 lakhs (Rupees fifty lakhs only) Sanction is also accorded for the payment of Rs 40.00 lakhs (Rupees forty lakhs only)to the Commissioner of Tourism Chennai.2 being the first instalment of Central share (80%) released by the Government of India, New Delhi subject to the terms and conditions stipulated by Government of India, New Delhi at para 2 above. 5. Necessary funds will be provided in RE/FMA 2005-2006 and pending provision of such funds The Commissioner of Tourism is authorized to draw and disburse the amount to the District Collector, Tirunelveli under proper acknowledgement and also requested to send the proposal to Government in Finance Department to include the above expenditure in RE/FMA 2005-2006 without fail. The Commissioner of Tourism is also requested to obtain the Utility Certificate from the Collector and forward the same to Ministry of Tourism Government of India so as to enable the Ministry of Tourism, Government of India to release the final instalment of their share for completion of the project. 6. The Commissioner of Tourism is requested to issue suitable instructions to the Tourist Officer concerned for proper monitoring of the project and to send periodical report to him. 7.
