GOVERNMENT OF TAMIL NADU ABSTRACT Tourism – Government of India Assisted Scheme prioritized for 2000-2001 – provision of Public convenience at Tiruchendur, Thoothukudi District – with Government of India Assistance at a total cost of Rs. 24.00 Lakhs approved – sanction of Rs. 4.80 lakhs as first instalment of central share – Orders Issued. From the Commissioner of Tourism, Chennai-2 D.O.Letter No. 8262 / TS1 / 2000, dated 24.5.2002. ------ ORDER: A proposal at an estimated cost of Rs. 24.00 lakhs for the provision of Public Convenience at Tiruchendur, Thoothukudi District with Central Assistance of Rs. 16.00 lakhs (Rupees sixteen lakhs only) and State Share of Rs. 8.00 lakhs (Rupees eight lakhs only) was forwarded to Government of India, New Delhi vide the reference 1st read above. The Ministry of Tourism, Government of India in the reference 2nd read above, have conveyed the sanction of the President of India for incurring an expenditure not exceeding Rs. 16.00 lakhs (Rupees sixteen lakhs only) being the Grants in-Aid from Central Government towards the Project, for the provision of Public Convenience at Tiruchendur at Thoothukudi District at an estimated cost of Rs. 24.00 lakhs. The remaining sum of Rs. 8.00 lakhs (Rupees eight lakhs only) shall be borne by the State Government. The Government of India have also released Rs. 4.80 lakhs (Rupees four lakhs and eighty thousand only) as first instalment as an advance for starting the work. 2. The Government of India have imposed the following conditions: (i) The State Government would contribute the land for this project free of cost. The State Government will provide external water supply, Electricity approach road. Cost of furnishing, site development, compound wall fencing if any will also be the responsibility of the State Government. (ii) The State Government shall regularly furnish the quarterly statement of progress of work and expenditure incurred to the Central Department of Tourism. The Second instalment of 50% will be released on receipt of Land Possession Certificate by the State Tourism Department, and receipt of progress of work and the Utilization Certificate for the first instalment released. The Final instalment of 20% will be released on submission of Completion Certificate and the land transfer document transferring / leasing the title of the land in favour of Ministry of Tourism, Government of India. (iii) The State Government will execute the project through State Public Works Department and shall have the work started immediately to ensure timely Utilization of funds and to avoid escalation of cast. The project should be commissioned within a maximum period of 9 months from the date of issue of sanction and any cost escalation on account of delay etc. should be met by the State Government on this account. (iv) Funds will be utilized only for the purpose for which they are released. The State / Union Territory Government shall not rent / lease the property without the permission of Government of India. (v) The State Government would undertake the responsibility for maintenance of facilities for which funds are released and no reimbursement on account of losses incurred if any would be made by the Central Government. (vi) The State / Union Territory Government will not keep the amount released by Central Government / Unutilized for more than six months. In case of funds cannot be utilized by such time the same will have to be surrendered to Central Government. Formal approval should be taken to transfer / adjust the amount against other Central financially assisted projects. 3. The Commissioner of Tourism, in the reference 3rd read above, has requested the Government to sanction the sum of Rs. 4.80 lakhs (Rupees four lakhs and eighty thousand only) released by Government of India as first instalment and to instruct the Tiruchendur Town Panchayat to contribute the State share of Rs. 8.00 lakhs (Rupees eight lakhs only) already ear-marked for this project and entrust the work to the Executive Engineer (Buildings), C & M Division, Public Works Department, Thoothukudi. 4. The Government have carefully examined the proposal and accordingly issue administrative sanction for the scheme of provision of public convenience at Tiruchendur, Thoothukudi District at an estimated cost of Rs. 24.00 lakhs (Rupees twenty four lakhs only) with Central share of Rs. 16.00 lakhs (Rupees sixteen lakhs only) and State share of Rs. 8.00 lakhs (Rupees eight lakhs only) and accept the terms and conditions stipulated by the Government of India for implementing the scheme by the Commissioner of Tourism, Chennai-2. 5. (a) Sanction is also accorded for the payment of Rs. 4.80 lakhs (Rupees four lakhs and eighty thousand only) to the Commissioner of Tourism, Chennai-2 being the first instalment of Central Share released vide the reference 2nd cited. (b) The Collector of Thoothukudi is requested to direct the Executive Officer, Tiruchendur Town Panchayat, to contribute the State share of Rs. 8.00 lakhs (Rupees eighty lakhs only) from the Town Panchayat Fund. 6. The Commissioner of Tourism is authorized to draw the amount sanctioned in Para-5 (a) above and disburse the same to the Executive Engineer (Buildings), C & M Division, Public Works Department, Thoothukudi subject to the terms and conditions laid down in para 2 above. 7. The Commissioner of Tourism, Chennai-2 should direct the Tourist Officer, Tirunelveli to make periodical visit and monitor the progress of this project. 8. The amount sanctioned in Para 5(a) above shall be debited to the following head of account under Demand No. 28 as detailed below:- “ 3452 – Tourism – 01 Tourism Infrastructure -101. Tourist Centre VI Schemes shared between State and Centre – UR Government of India Assisted Schemes, State Government Contributions 80 Lump sum provision (DPC 3452 01 101 UR 8001)”. 9. The expenditure shall be specifically brought to the notice of Legislature by necessary inclusion in an appendix in Budget Memorandum of the succeeding financial year. 10. Necessary funds will be provided in Revised Estimate / Final Modified Appropriation 2002-2003. Pending provision of such funds the Commissioner of Tourism, Chennai is authorized to draw the amount sanctioned in Para 5 (a) above and disburse the amount to the Executive Engineer (Buildings), C & M Division, Public Works Department, Thoothukudi under proper acknowledgement. 11. The Commissioner of Tourism, Chennai-2 is requested to include the amount sanctioned in Para 5(a) above in the Revised Estimate / Final Modified Appropriation 2002-2003. 12. This order issues with the concurrence of Finance Department vide its U.O.No. 75020 / Information and Tourism / 2002, dated 22.10.2002 and Additional Sanction Ledger No.680.
