ORDER:

A  proposal at an estimated cost of Rs.35.00 lakhs for the Development of Picnic spot at Puliancholai in Trichy District with Central Assistance of Rs.17.50 lakhs (Rupees seventeen lakhs and fifty thousand only) was forwarded to Government of India, New Delhi vide the reference 1st read above.  The Ministry of Tourism, Government of India in the reference 2nd read above, have conveyed the sanction of the President of India for incurring an expenditure not exceeding Rs.17.50 lakhs (Rupees seventeen lakhs and fifty thousand only) being the Central Financial Assistance towards the project for the development of Picnic Spot at Puliancholai in Trichy District at an estimated cost of Rs.35.00 lakhs.  The remaining sum of Rs.17.50 lakhs (Rupees seventeen lakhs and fifty thousand only) shall be borne by the State Government.  The Government of India have also released Rs.5.25 lakhs (Rupees five lakhs and twenty five thousand only) as first instalment as an advance for starting the work.

2. The Government of India have imposed the following conditions:

(i) The State Government would contribute the land for this project free of cost.  The State Government will provide external water supply, Electricity approach road.  Cost of furnishing, site development, compound wall fencing if any will also be the responsibility of the State Government.

(ii) The State Government shall regularly furnish the quarterly statement of progress of work and expenditure incurred to the Central Department of Tourism.  The Second instalment of 50% will be released on receipt of Land Possession Certificate by the State Tourism Department, and receipt of progress of work and the Utilisation Certificate for the first instalment released.  The Final instalment of 20% will be released on submission of Completion Certificate and the land transfer document transferring / leasing the title of the land in favour of Ministry of Tourism, Government of India.

(iii) The State Government will execute the project through State and shall have the work started immediately to ensure timely Utilisation of funds and to avoid escalation of cost.  The project should be commissioned within a maximum period of 12 months from the date of issue of sanction and any cost escalation on account of delay etc. would be met by the State Government on this account.

(iv) Funds will be utilised only for the purpose for which they are released.  The State / Union Territory Government shall not transfer rent / lease the property without the permission of Government of India.

(v)  The State Government would undertake the responsibility for maintenance of facilities for which funds are released and no reimbursement on account of losses incurred if any would be made by the Central Government.

(vi)  The State / Union Territory Government will not keep the amount released by Central Government unutilised for more than six months.  In case of funds cannot be utilised, such time the same will have to be surrendered to Central Government.  Formal approval should be taken to transfer / adjust the amount against the other Central financially assisted projects.

3. The Commissioner of Tourism, in the reference 2nd read above, has requested the Government to sanction the sum of Rs.5.25 lakhs (Rupees five lakhs and twenty five thousand only) released by Government of India as first instalment along with State Share of Rs.17.50 lakhs (Rupees seventeen lakhs and fifty thousand only) already ear-marked for this project and entrust the work to the Executive Engineer (Buildings), C&M Division, Public Works Department, Tiruchirappalli.

4. The Government after careful examination of the proposal accord administration sanction for the scheme of development of Picnic Spot at Puliancholai in Tiruchirappalli District at an estimated cost of Rs.35.00 lakhs (Rupees thirty five lakhs only) with Central share of Rs.17.50 lakhs and with State share of Rs.17.50 lakhs and accept the terms and conditions stipulated by the Government of India for implementing the scheme by the Commissioner of Tourism, Chennai-2.

5. (a) Sanction is accorded for the payment ofRs.5.25 lakhs (Rupees five lakhs and twenty five thousand only) to the Commissioner of Tourism, Chennai-2 being the first instalment of Central Share released vide the reference 2nd cited.

(b) Sanction is also accorded for the payment of Rs.5.25 lakhs (Rupees five lakhs and twenty five thousand only) to the Commissioner of Tourism, Chennai-2 being the first instalment of  total State Share of Rs.17.50 lakhs (Rupees seventeen lakhs and fifty thousand only).

6. The Commissioner of Tourism, Chennai-2 is authorized to draw the amount sanctioned in Para 5 (a & b) above and disburse the same to the Executive Engineer (Buildings), C&M Division, Public Works Department, Tiruchirappalli subject to the terms and conditions laid down in para 2 above.

7. The Commissioner of Tourism, Chennai-2 should direct the Tourist Officer, Kanniyakumari to make periodical visit and monitor the progress of this project.

8. The amount sanctioned in para 5 (a & b) above shall be debited to the new head of account to be opened under Demand No.28 as detailed below:-

“3452 – Tourism -01 Tourist Infrastructure 101 – Tourist Centre – UR Government of India Assistance Scheme – State Government contribution 80 – Lumpsum provision (3452 -01-101- UR – 8001)”

9. The Commissioner of Tourism, is the estimating reconciling and controlling authority for the above new sub-head of account.

10. The Pay and Accounts officer, Chennai-9 / Treasury Officer, Nagercoil are requested to open the above new head of account in accounts.

11. The expenditure shall be specifically brought to the notice of Legislature by necessary inclusion in an appendix in Budget Memorandum of the succeeding financial year.

12. Necessary funds will be provided in Revised Estimate / Final Modified Appropriation 2002-2003 pending provision of such funds the Commissioner of Tourism, Chennai is authorized to draw the amount sanctioned in Para 5 (a&b) above and disburse the amount to the Executive Engineer (Buildings), C&M Division, Public Works Department, Tiruchirappalli under proper acknowledgement.

13. The Commissioner of Tourism, Chennai-15 is requested to include the amount sanctioned in Para 5 (a&b) above in the Revised Estimate / Final Modified Appropriation 2002-2003.

14. This order issues with the concurrence of Finance Department vide its U.O.No.71563/ Information&Tourism/2002dated30-9-2002andAdditional Sanction Ledger No.602.
