Order:-

The Ministry of Tourism, Government of India, New Delhi in its letter 1st read above have conveyed the sanction of the project of “Improvement of Infrastructure at Mamallapuram (2000-2001) at a cost of Rs.19.99 lakhs (Government of India share Rs.13.33 lakhs + State share Rs.6.66 lakhs) and released a sum of Rs.4.00 lakhs as first instalment to commence the work through the Archaeological Survey of India. This amount has been credited in to State Government Account.

2) In the reference 2nd read above the Ministry of Tourism, Government of India, New Delhi has also conveyed the sanction of the project of “Refurbishment of Arjuna’s Penance at Mamallapuram (2001-2002) at a cost of Rs.22.50 lakhs Government of India share 11.25 lakhs + State share Rs.11.25 lakhs) and released a sum of Rs.3.37 lakhs as first instalment to commence the work through the Archaeological Survey of India. This amount has also been credited in to State Government account. Accordingly the total amount for the said two projects available with the State Exchequer is worked out on Rs.7.37 lakhs.

3) Government of India have conveyed the above two sanction (prior to sanction of scheme of Integrated Development of Mamallapuram. In the Meantime Archaeological Survey of India has completed these works from its own funds). The question of utilizing the funds available with State Government i.e., Rs.7.37 lakhs sanctioned by the Ministry of Tourism, Government of India, New Delhi was discussed with the Secretary, Ministry of Tourism, Government of India at Chennai on 10-12-2003. During the discussion it was decided by the Tourism Department to utilize the funds (Rs.7.37 lakhs) released by Government of India (Indicated in para 2 and 3 above) for erection of Signages at Mamallapuram.

4) A detailed proposal was therefore sent to Ministry of Tourism to accord sanction for a sum of Rs.7.40 lakhs for erection of Signages at Mamallapuram. Accordingly Ministry of Tourism, Government of India in its letter 4th read above have conveyed the sanction of the project of “Provision of Signages at Mamallapuram at a cost of Rs.7.40 lakhs and released a sum of Rs.5.92 lakhs as first instalment out of Rs.7.37 lakhs available with State Exchequer to commence the work of provision of Signages at Mamallapuram. The Ministry of Tourism has also stated that the balance amount of Rs.1.45 lakhs. Out of Rs.7.37 lakhs after deducting Rs.5.92 lakhs, would be adjusted against some other ongoing schemes.

5) The Government of India have imposed the following conditions:-

i) The State Government would contribute land for the project free of cost.

ii) The State Government shall regularly furnish the quarterly statement of progress of work and expenditure incurred to the Central Department of Tourism. The final instalment of 20% will be released on submission of completion, commissioning along with utilization certificate and the land transfer document transferring the title of the land in favour of Ministry of Tourism, Government of India.

iii) The State Government will execute the project and the agency shall have the work started immediately to ensure timely utilisation of funds and to avoid escalation of cost. The project should be commissioned within a maximum period of 12 months from the date of release of first instalment and any cost escalation on account of delay etc. would be met by the State Government. No reimbursement will be made by the Central Government on this account.

iv) Funds will be utilised for the purpose for which they are released. The State/ UT Government shall not transfer rent/ lease the property without the permission of the Government of India.

v) The State/ UT Government would undertake the responsibility for maintenance of facilities for which the funds are released and no reimbursement on account of losses incurred, if any, would be made by the Central Government.

vi) The State/ UT Government will not keep the amount released by Central Government unutilized for more than six months. In case the funds cannot be utilized by such time the same will have to be surrendered to Central Government or their formal approval should be taken to transfer/adjust the amount against other Central financial assisted projects.

6) The Commissioner of Tourism in his letter fifth read above has requested to approve the project of provision of 37 (Thirty seven) Signages at Mamallapuram at a total cost of Rs.7.40 lakhs (100% Government of India share) and release a sum of Rs.5.92 lakhs out of Rs.7.37 lakhs available with State Government as indicated in paras 1 and 2 above to the Commissioner of Tourism, Chennai to execute the work.

7) The Government have carefully examined the proposal and issue administrative sanction for Rs.7.40 lakhs (Rupees Seven lakhs and forty thousand only) for the above scheme and accept the terms and conditions stipulated by the Government of India for implementing the scheme by the Commissioner of Tourism, Chennai.

8) Sanction is accorded for the payment of Rs.5.92 lakhs (Rupees Five lakhs and ninety two thousand only) to the Commissioner of Tourism, Chennai being the first instalment of Central share released by the Government of India as indicated in paras 1 and 2 above.

9) The Commissioner of Tourism, Chennai is authorized to draw the amount sanctioned in para 8 above for execution of the scheme, subject to the terms and conditions laid down in para 5 above.

10) The Commissioner of Tourism should monitor the progress of the project and send a periodical progress report to the Government.

11) The expenditure sanctioned in para 8 above shall be debited to the new sub head of account to be opened under Demand No.28.

12) Necessary additional provision will be made to the above head of account by reappropriation of the amount already provided in Budget Estimate 2004-2005 under the following head of account.

“5452-Capital outlay on Tourism-01-Tourist Infrastructure-101-Tourist Centres-Schemes in the Tenth Five Year Plan-VI Scheme shared between State and Centres-UC providing Basic amenities in Tourist Centres-09. Grants in aid -03 Grants for specific schemes” (DPC 5452 01 101 UC 0934)”.

`13) In anticipation of reappropriation the concerned Pay and Accounts Officer is directed to admit and honour the bill if they are otherwise found to be in order. The Commissioner of Tourism is instructed to take into account the above said reappropriation while sending proposal for Final Modified Appropriation 2004-2005.

14) This order issues with the concurrence of the Finance Department vide its U.O.No.3485/Information and Tourism/2005 dated 29-01-2005 and additional sanction Ledger No.1448.
