ORDER:

The Ministry of Tourism, Government of India in the reference first read above, has conveyed the sanction for the project “Provision of Infrastructure at Gingee” at a total cost of Rs.75.00 lakhs (GOI share Rs.37.50 lakhs + State share Rs.37.50 lakhs) and released first instalment of Rs.18.75 lakhs to execute the work.

2) The Government in the G.O. third read above has approved this project and already released first instalment of Rs.18.75 lakhs received from Government of India to the District Collector, Villupuram to execute the work. The Government in the G.O. third read above has also issued orders to the District Collector, Villupuram to utilize a sum of Rs.11.40 lakhs sanctioned by Rural Development Department as state share for this project from the M.L.A.’s Development fund.

3) The Commissioner of Tourism in his reference 4th read above has stated that the utlsation certificate received from the Executive Officer, Special Village Panchayat, Gingee was sent to the Ministry of Tourism, GOI for release of balance amount. In the reference fifth read above, the Ministry of Tourism, Government of India has stated that 50% of total project cost had already been released for the above project (i.e. Government of India share Rs.18.75 lakhs ) and therefore requested to complete the project from the funds of the State Government and send the utlisation certificate, completion certificate, management Agreement and undertaking for this project so as to release the final instalment.

4) The Commissioner of Tourism has further stated the Gingee Special Village Panchayat has also expressed its inability to meet the State share and passed a resolution requesting the Government to sanction the state share. Gingee is an important Tourist Centre. Large numbers of tourists are visiting the Gingee to see and enjoy the beauty of the monuments. Archaeological Survey of India has carried out the development works in its premises. He has therefore, requested to release the balance state share of Rs.26.10 lakhs (i.e.Rs.37.50 lakhs – 11.40 lakhs) already released to the District Collector, Villupuram so as to complete the works and send the completion report to Ministry of Tourism, Government of India and to claim the final instalment of Rs.18.75 lakhs from Government of India.

5. The Government after careful examination have decided to accept the proposal of the Commissioner of Tourism. Accordingly, sanction is accorded for the payment of Rs.26.10 lakhs (Rupees Twenty six lakhs and ten thousand only) being the final instalment of State share to the Commissioner of Tourism, Chennai-2.

6. The Commissioner of Tourism is authorized to draw the amount sanctioned in para 5 above and disburse it to the District Collector, Villupuram District, under proper acknowledgement subject to the usual terms and conditions stipulated by Government of India.

7. The Commissioner of Tourism is requested to give necessary instructions to the Tourist Officer, Chidambaram, to make periodical visit and monitor the progress of this project.

8. The amount sanctioned in para 5 above shall be debited to the following head of account:

“5452-Capital outlay on Tourism-01-Tourist Infrastructure-101-Tourist Centres-Schemes in the Tenth Five Year Plan-VI Scheme shared between State and Centres-UC providing Basic amenities in Tourist Centres-09. Grants in aid -03 Grants for specific schemes” (DPC 5452 01 101 UC 0934)”.

9. This order issues with the concurrence of Finance Department vide its U.O. No. 57750/I&T/05, Dated: 17-8-2005.
