 ORDER :

In the Government of India’s letter 1st read above, guidelines for considering the proposals under ‘VAMBAY’ scheme have been formulated and communicated.

2.    As per the guidelines of Government of India, the Chairman, Tamil Nadu Slum Clearance Board has now sent proposals in his letter 2nd read above, for providing 1000 shelter units for slum dwellers at a project cost of Rs.4.00 crores under ‘VAMBAY’ scheme.  Under this programme the Tamil Nadu Slum Clearance Board has proposed to take up projects covering 1000 families and to be implemented over a period of four years. 

3.   The Government have carefully examined the above proposal of the Tamil Nadu Slum Clearance Board.  As per the guidelines of ‘VAMBAY’ scheme, 50% of the cost of the scheme can be obtained as subsidy from Government of India.  The Government have decided that  in order to ensure user participation and also commitment for proper repayment of the loan component, 40 % of the counterpart funding which amounts to Rs.1.60 crores can be obtained as assistance from Housing and Urban Development Corporation under the EWS Scheme and 10 % of the cost to be collected as beneficiary contribution.

 4.  The Government therefore, accord administrative sanction for providing 1000 shelter units at a total cost of Rs.4.00 Crores under ‘VAMBAY’ scheme as per details below:-

5.    The Managing Director, Tamil Nadu Slum Clearance Board should take further action for obtaining Government of India contribution, loan from Housing and Urban Development Corporation and also the beneficiary contribution for the above project and follow the Government of India’s guidelines. 

6.  The orders for giving Government guarantee for the Housing and Urban Development Corporation loan, to be obtained, will be issued by the Finance Department separately. 

7.  This order issues with the concurrence of Finance Department vide its U.O. No.118/SS(k)/2002, dated 7.3.2002.
