ORDER:

In G.O.Ms.No.321, Housing and Urban Development Department, dated 12.08.1998 a massive Flood Alleviation Programme has been approved at a total cost of Rs.300.00 crores to prevent the inundation of residential areas in Chennai City. This programme envisages desilting of major city water ways like Adyar, Cooum and 'B' Canal and storm water drainage systems in Chennai City and also resettlement of the slum families living on the banks of the water ways and posing hindrance to the desilting operations by Public Works Department.

2. Tamilnadu Slum Clearance Board and Public Works Department have identified that 8164 slum families are squatting on the banks of major city waterways and posing hindrance to desilting operations. As per the programme to resettle these families, Tamilnadu Slum Clearance Board has been constructing 3000 tenements at Okkium Thoraipakkam.

3. The Managing Director, Tamil Nadu Slum Clearance Board, in his letter dated 16.04.2003, has sent proposals for construction of 5164 tenements in Semmencheri at a project cost of Rs.67.13 crores under the following funding pattern.

Government of India/ VAMBAY grant at 30,000/ unit 

Rs.15.49 crores

TUFIDCO/Mega City Project Grant @ 13,000 per unit

Rs.07.71 crores

Budget Provision 2003-2004

Rs.20.00 crores

TUFIDCO Loan

Rs.24.93 crores

Total Project Cost

Rs.67.13 crores

 

4. The Government after careful consideration, approve the proposal of Managing Director, Tamil Nadu Slum Clearance Board and accord administrative sanction for the construction of 5164 two storeyed tenements at Semmencheri adopting the following funding pattern.

(6)   NSDP component to be dovetailed ([3]-[4]-[5])                 05.82

5.In case, NSDP component can't be used in the particular proposal, State Government may contribute the balance as grant in the year 2004-2005. Also the repayment schedule for the Mega City Programme loan repayable by the Government has to be reworked as per diminishing principle basis rather than as every year interest.

6. Tamil Nadu Slum Clearance Board, shall implement the programme over a period of two years (2003-2005)

7. This order issues with the concurrence of Finance Department vide its U.O.No.37477/Hg/03-1, dated.24.07.2003.
