1. From the Special Officer, Tamil Nadu Cooperative Housing Federation Limited, Letter No.70924 / 02-03 / hc,  dated 22.5.2003.

ORDER:

The Special Officer, Tamil Nadu Cooperative Housing Federation Limited, in  his letter read above, has submitted proposals to the Government to implement the VAMBAY Scheme, Phase-III for enabling construction of houses at a cost of Rs.10.00 crores as per the guidelines of VAMBAY Scheme for the year 2003-2004.

2.The Government have examined the above proposal  in detail and decided to accept the proposal and to accord administrative sanction for implementation of the scheme at a total cost of Rs.10.00 crores through the Tamil Nadu Cooperative Housing Federation Limited with 50% of the cost (i.e.) Rs.5.00 crores from Government of India subsidy; 40% of cost from Housing and Urban Development Corporation loan (i.e) Rs.4.00 crores and the balance 10% (ie) Rs. One crore from the beneficiaries contribution.  Accordingly, the Government permit the Special Officer, Tamil Nadu Cooperative Housing Federation Limited to approach Housing and Urban Development Corporation for long term financial assistance for counter-part funding by the State.

3. Orders relating to the Government guarantee to the tune of Rs.4.00 crores will be issued by the Finance Department separately.

4. The Special Officer, Tamil Nadu Cooperative Housing Federation Limited is directed to initiate necessary steps for proper identification of beneficiaries and to put in place in easy methods for recovery of loan component so that the recovery percentage under this Economically Weaker Section Housing Scheme substantially improves.

5. The Federation should ensure 10% beneficiary contribution upfront for this scheme so as to ensure proper user participation and utilisation of funds.

6. The Special Officer, Tamil Nadu Cooperative Housing Federation Limited is directed to implement the VAMBAY Scheme, Phase-III, duly following the guidelines  issued by the Government of India, Ministry of Urban Development and Poverty Alleviation, New Delhi.

7. This order issues with the concurrence of the Finance Department vide its U.O.No. 13/ SS (LK) / 2004, dated 19.1.2004.
