ORDER :

The Managing Director, Tamil Nadu Slum Clearance Board has stated that the Tamil Nadu Slum Clearance Board has constructed about 70,000 tenements in Chennai and District towns in Tamil Nadu. The underground drainage facilities are absent in these scheme areas in Chennai Metropolitan Area and other towns and sewage is being disposed of through septic tank arrangements. the Tamil Nadu Slum Clearance Board has proposed to provide low cost sanitation arrangements which bridges the gap between the usual septic tank and the more expensive conventional sewage. This programme aims at development of sanitation infrastructure and reuse of the wastewater so as to relieve the pressure on the source of fresh water.

2. The Managing Director, Tamil Nadu Slum Clearance Board has, therefore submitted proposal under Part-II Schemes for the year, 2005-2006 towards implementation of pilot scheme on Low cost sanitation in tenemental schemes in Chennai and District towns in Tamil Nadu at a total cost of Rs.20.00 lakhs.

3. The Government after careful examination, approve the proposal of the Managing Director, Tamil Nadu Slum Clearance Board for the implementation of pilot scheme on low cost sanitation in tenemental areas in Chennai Metropolitan Area and District towns as a pilot study at a total cost of Rs.20.00 lakhs (Rupees Twenty lakhs only) under Part-II Scheme for the year 2005-2006.

4. Sanction is accorded for a sum of Rs.20.00 lakhs (Rupees Twenty lakhs only) for the implementation of the above scheme under Part-II Scheme 2005-2006

5. The expenditure sanctioned in para 3 above shall be debited to:-

6. The Commissioner of Treasuries and Accounts, Chennai, who is the functional Head of Department in respect of loans / grants to Tamil Nadu Slum Clearance Board is authorised to draw the amount sanctioned in para 4 above. The amount shall not be paid in cash but will be kept in State Bank of India, Thousand Light Branch, Chennai, Personal Deposit Account of the Tamil Nadu Slum Clearance Board by contra credit to "K.Deposits and Advances (b) Deposits not bearing interest " 8443. Civil Deposits – 800.Other Deposits – AE.Deposits of Government Companies / Corporations, etc. 54 – Deposits of Tamil Nadu Slum Clearance Board " (D.P.Code 8443 800 AE 5401) (Receipts)" The amount shall be drawn from the deposit account. The Commissioner of Treasuries and Accounts, Chennai is requested to present an adjustment bill to the Pay and Accounts Officer(S), Chennai. He is also requested to intimate the date of adjustment of the amount to the Government in due course.

7. The Chairman, Tamil Nadu Slum Clearance Board, Chennai is requested to send the expenditure statement and utilisation certificates in due course.

8. This order issues with the concurrence of Finance Department vide its U.O. No.23447/Hg/05, dated 06.04.2005
